Parks & Recreation Committee <br /> Meeting Minutes 09-15-10 <br /> <br />The committee discussed whether there was a need for additional play structures to <br />accommodate 2-5 year olds at Royal Meadows and Eagle Parks. This spring there were <br />concerns from residents that some of the equipment at Eagle Park was dangerous for small <br />children; such as the slide was too high. Some of this was remedied when new wood chips <br />were added decreasing the distance between the slide and the fall zone. These two parks are <br />small and do not have equipment designed for the 2-5 year olds. The committee feels each <br />park is designed for a specific purpose and there are three other parks in Centerville (LaMotte, <br />McBride, Acorn) that have play structures for 2-5 year olds so it is not something the <br />committee would like to pursue at this time for Royal Meadow or Eagle Parks <br /> <br /> <br />C.Revenue Generation (Charitable Gambling Request, Grants, Fees (8K), Concession <br />Stand <br /> <br />Ms. Stephan reported nothing has been heard at this time from Dead Broke Saddle Club <br />regarding the charitable gambling funds request for the sand volley ball court(s). <br /> <br />The committee briefly talked about how Park Dedication Fees work and whether the <br />committee would see any of those funds when the downtown is developed. Chairperson <br />Branch stated it was his understanding that the debt for Hidden Spring Park is to be paid with <br />future park dedication fees from the downtown redevelopment. <br /> <br />Support of the Large Gun Irrigation Heads – Laurie LaMotte Memorial Park <br /> <br />Chairperson Branch and Vice-Chairperson Grahek were at the demonstration of the large gun <br />irrigation head and reported their impressions to the rest of the committee at the September 15, 2010 <br />Parks & Recreation Committee Meeting. Initially the committee requested City Council not use these <br />heads, feeling they were too big for a park, a safety hazard for children who would ultimately climb on <br />them and too loud for the abutting property owners. Following the demonstration Chairperson Branch <br />and Vice-Chairperson Grahek reported their concerns were unfounded and questions were answered <br />sufficiently for the committee to support the use of these heads in Laurie LaMotte Memorial Park. <br />The equipment was quiet and the water flow was relatively slow and evenly distributed. There was <br />some wind drift at the demonstration, but the company representative said this can be prevented by <br />wind gauges installed on the equipment. It was also questioned as to whether these can be installed <br />high enough from the ground to help discourage children from hanging from them or damaging them <br />and it appears they can be. <br /> <br />Motion was made by Vice-Chairperson Grahek, seconded by Chairperson Branch to inform <br />City Council that the Parks & Recreation Committee support the large gun irrigation heads that <br />were demonstrated on Wednesday, September 15, 2010 for installation in Laurie LaMotte <br />Memorial Park as all concerns have been sufficiently met. All in favor. Motion carried <br />unanimously. <br /> <br />Signage for Trails <br /> <br />Committee Member Seeley asked the committee to consider directional signage for the trails and <br />stated Anoka County is currently working with a vendor for signage on Anoka County trails and <br />perhaps the City could piggy back on their contract to get a better price. Committee Member Seeley <br />will talk to the county representative working on the project and bring more information back to the <br />4 of 5 <br /> <br />
