MINUTES OF MEETING OF CITY COUNCIL. <br />OF CITY OF GEM LAKE <br />May, 1996 <br />The May meeting of the City Council of the City of Gem Lake was called to order on Monday, 20 <br />May 1996,.at 7:04 p.m. in the first floor meeting room of Tousley Ford. Mayor Emeott, Council Members <br />Kunin, Nielsen and Birkebak, Treasurer Nordstrom, and Clerk Magnuson were present. Also present were. <br />Mr, Gardner, Anthony Carlson of Gem Lake Hills and Mr. William Flaspeter. <br />Following Mayor Enieott's request for additions, deletions, or corrections of minutes distributed to <br />the Council and questions thereto, the minutes ofthe 15 April 1996 City Council Meeting were, upon motion <br />duly made (Kunin) and seconded (Nielsen), unanimously approved as presented. <br />Following Mayor Emeott's request for additions, deletions, or corrections to the Agenda as distrib- <br />uted to the Council, the. Agenda for 20 May 1996 was, upon motion duly made (Kunin) and seconded <br />(Birkebak) unanimously approved as presented. <br />Mr. Gardner was then recognized. A copy of the recommendations ofthe Planning Commission is <br />attached hereto as Exhibit "A". Mr. Gardner then indicated that Mr. Louis Turner has volunteered to serve <br />on the Planning Commission filling the seat temporarily filled by Mx. Bemis. Mr. Gardner indicated Mr. <br />Turner's qualifications stating his belief that Mr. Turner would serve well in the capacity. Following discus- <br />sion and upon motion duly made (Nielsen) and seconded (Kunin), Mr. Turner was unanimously appointed <br />to the Planning Commission, <br />Mr. Gardner then presented the application for subdivision received from Ms. Leick, accompanied <br />by a survey by Carley Torgerson. Mr. Carlson appeared on behalf of Gem Lake Hills. The subdivision would <br />split Ms. Leick's property in two pieces allowing Gem Lake Hills to purchase lands that it has been leasing <br />for several years. Following discussion and upon motion duly made (Birkebak) and seconded (Nielsen), the <br />subdivision was granted with the following conditions: 1) the survey must be redone eliminating confusing <br />lines further describing Ms. Leick's remaining property; and, 2) Ms: Leick will be unable to further subdivide <br />the property at any time in the future; and 3) no portion of Ms. Leick's remaining property may be sold to <br />adjacent property owners for the purpose of creating additional buildable lots on adjacent lands or for <br />subdivision of adjacent lands; and, 4) the property purchased by Gem Lake Hills shall be immediately attached <br />to the Golf Course land, said lands not to be retained as a separate parcel. The Clerk was instructed to advise <br />Ms. Leick of said codicils and request updated survey drawings. <br />Mr, Gardner then presented an application for Special Use Permit from Mr, William Flaspeter of 4010 <br />Scheuneman Road who was present on his behalf. Mr. Flaspeter is seeking a Special Use Permit that will <br />allow him to erect a sixteen (16'0") addition to his garage that will be used as a hobby type woodworking <br />facility. Following discussion and upon motion duly made (Kunin) arid seconded (Birkebak), Mr, Flaspeter's <br />Special Use Permit was unanimously granted with the following conditions: 1) no commercial use of the <br />woodworking facility will be allowed. <br />Mr. Gardner then reported on the acquisition of property by Mr. Gerner who appeared before the <br />Planning Commission, said property being that parcel immediately adjacent his current property to the north. <br />Mr. Gerner intends to build a storage facility for classic cars on the property and will seek approval to remove <br />four (4) large trees to allow construction. Mr. Gerner has agreed to gain approval from the. Planning <br />Commission prior to removal of said trees and has also agreed to replace said trees with an equal of greater <br />number of conifers of a size and type to be determined.
