MINUTES OF MEETING OF CITY COUNCIL <br />OF CITYOF GEM LAKE <br />August, 1996 <br />The August meeting of the City Council of the City of Gem Lake was called to order by Mayor <br />Emeott on Monday, 19 August 1996, at 7:03 p.m, in the first floor meeting room of Tousley Ford: Mayor <br />Emeott, Council Members Birkebak and Nielsen, Treasurer Nordstrom, and Clerk Magnuson were present. <br />Also present was Mr. Mike Gerner. <br />Following Mayor Erneott's request for additions, deletions, or corrections of minutes distributed to <br />the Council and questions thereto, the minutes of the 18 July 1996 Public Hearing were, upon motion duly <br />made (Nielsen) and seconded (Birkebak), unanimously approved as presented. <br />Following Mayor Emeott's request for additions, deletions, or corrections of minutes distributed to <br />the Council and questions thereto, the minutes of the 18 July 1996.City Council Meeting were, upon motion <br />duly made (Birkebak) and seconded (Nielsen), unanimously approved as amended. <br />Following Mayor Emeott's request for additions, deletions, or corrections to the Agenda as <br />distributed to the Council, the Agenda for 19 August 1996 was, upon motion duly made (Nielsen) and <br />seconded (Birkebak) unanimously approved as presented, <br />Mayor Emeott then reported on the progress by the Planning Commission on the Comprehensive <br />Municipal Plan and other matters before the Planning Commission as contained in Mr. Gardner's letter to <br />Mayor Emeott dated 06 August 1996, a copy of which is attached hereto as Exhibit "A". Mayor :Emeatt. <br />requested that the Clerk consider a Concept Hearing for business district water to be held on 16 September <br />1996. Magnuson also was asked to further explore sales tax funding of the project. <br />Relative to the 1997 Livable Communities Act, the matter died due to lack of a motion to participate. <br />Relative to Mr. Gerner's site plan and based upon the Planning Commission's recommendation and <br />upon motion duly made (Birkebak) and seconded (Nielsen), the site plan was unanimously approved with. <br />conditions as set forth in Mr, Gardner's letter to Mayor Emeott dated 06 August 1996 plus verification to <br />the City of a lease from BN Railroad. Mr. Gerner's objection to no retail on this site were noted and over <br />ruled, <br />Magnuson then reported that Barnett and Tousley have voluntarily reduced on site paging volumes <br />and directions to the satisfaction of the Zoning Administrator. <br />Magnuson then reported that notice to Leuthard of violations was forthcoming. <br />Magnuson then reported on filling by Joe Thury at 1400 Goose Lake Road without a Special Use. <br />Permit. Magnuson will continue to monitor the situation and advise as necessary. <br />Magnuson then reported that he and Mr. Gardner met with Donn Christopherson, formerly of SEH, <br />as potential professional zoning administrator. Mr. Christopherson appears to be well qualified to meet the. <br />city's needs but must check his position relative to a non -compete agreement with. SEH. Magnuson will <br />pursue. <br />
