MINUTES OF MEETING OF CITY COUNCIL <br />OF CITY OF GEM LAKE <br />September, 1996 <br />The September meeting of the City Council of the City of Germ Lake was called to order by Mayor <br />Emeott on Monday, 16 September 1996, at 7:05 p.m. in the first floor meeting room of Tousley Ford, Mayor <br />Emeott, Council Members Igo, Kunin, Birkebak and Nielsen, Treasurer Nordstrom, and Clerk Magnuson <br />were present. Also present was Mr. George Jungrnan. <br />Following Mayor Emeott's request for additions, deletions, or corrections of minutes distributed to <br />the Council and questions thereto, the minutes of the 19 August 1996 City Council Meeting were, upon <br />motion duly made (Kunin) and. seconded (Birkebak), unanimously approved as amended. <br />Following Mayor Erneott's request for additions, deletions, or corrections to the Agenda as <br />distributed to the Council, the Agenda for 16 September 1996 was, upon motion duly made (Igo) and <br />seconded (Nielsen) unanimously approved with the following additions: 1) add Golf Course Noise <br />Abatement per Emeott; 2) add advertising dumping per Birkebak; 3) add deer problem per Kunin, 4) add <br />curfew per Emeott. <br />Mr. Nordstrom was then recognized. The Treasurer's Report, a copy of which is attached hereto as <br />Exhibit "A", and indicating a balance in the City's General Fund of$69,315.65 and in the City's Sewer Fund <br />of $41,948.43 was, upon motion duly made (Birkebak) and seconded (Nielsen), unanimously approved. <br />Payment of bills totaling $4,203.56 and attached hereto as Exhibit "B was, upon motion duly made <br />(Igo) and seconded (Kunin), unanimously approved, <br />Mr. Magnuson then read the report of the Planning Commission in the form Mr. Gardner's letter to <br />Mayor Emeott dated 05 September 1996, a copy of which is attached hereto as Exhibit "C", and distributed <br />previously to the Council with a `draft" copy of the Comprehensive Municipal Plan. Mayor Emeott <br />encouraged the City Council to read the entire Comprehensive Plan draft delivered as we are approaching <br />final draft of the plan for presentation to adjacent municipalities and the public in general. <br />Emeott then reported that the 1-35E Corridor Study Group has encouraged the City to ask Ramsey <br />County to move the County Road "F" Realignment Project (at ScheunemanlOtter Lake Roads) from <br />"unscheduled" status to "scheduled" status. Mayor Emeott indicated he will encourage White Bear Lake to <br />take similar action. Upon motion duly made (Birkebak) and seconded (Kunin), it was unanimously <br />determined that the Clerk on the City's behalf should address correspondence to Dan Solar at Ramsey <br />County Public Works requesting the initiative. <br />Magnuson then reported on Zoning matters including: 1) Leuthard notice of violations; 2) Thury <br />filling matter; 3) Thury Goose Lake Road property. No action was taken. <br />Magnuson then requested the Council reschedule the Concept Hearing for City water in the business <br />district to 21 October 1996 prior to the next City Council meeting, A Public Hearing before the Planning <br />Commission relative to rezoning Bemis and Germ, Lake Hills property will be held on 14 October 1996. <br />Discussion of street maintenance followed with Magnuson noting completion of Public Improvements <br />No. 96-01 and No. 96-02. Mr, Jungman was recognized and stated that the work was not acceptable on <br />Haven Lane; Mr. Magnuson agreed to include Mr. Jungman in an inspection of the work following the final <br />1 <br />
