MINUTES OF MEETING OF CITY COUNCIL OF CITY OF GEM LAKE December, 1996 The December meeting of the City Council of the City of Gem Lake was called to order by Mayor Emeott on Tuesday, 17 December 1996, at 7:08 pm. in the first floor meeting room of Tousley Ford_ Mayor Emeott, Council Members Igo, Kunin, Birkebak and Nielsen, Treasurer Nordstrom, and Clerk Magnuson were present. The Clerk confirmed that Public Notice of the change of the December meeting date had been duly published in the city's legal publication. Following Mayor Emeott's request for additions, deletions, or corrections of minutes distributed to the Council and questions thereto, the minutes of the 14 October 1996.Public Hearing were, upon motion duly made (Birkebak) and seconded (Igo), unanimously approved as presented, A copy is attached hereto as Exhibit "A". Following Mayor Emeott's request for additions, deletions, or corrections of minutes distributed to the Council and questions thereto, the minutes of the 25 November 1996 Public Hearing were, upon motion duly made (Birkebak) and seconded (Igo), unanimously approved as presented. A copy is attached hereto. as Exhibit "B", Following Mayor Emeott's request for additions, deletions, or corrections of minutes distributed to the Council and questions thereto, the minutes of the 25 November 1996 City Council Meeting were, upon. motion duly made (Kunin) and seconded (Nielsen), unanimously approved as presented. Following Mayor Emeott's request for additions, deletions, or corrections to the Agenda as distrib- uted to the Council, the Agenda for 17 December 1996 was, upon motion duly made (Kunin) and seconded. (Nielsen), unanimously approved as amended to indicate approval also of 14 October 1996..Public Hearing. minutes.. Magnuson then reported that no responses regarding the (Proposed) Comprehensive Municipal Plan from adjacent communities had yet been received. Following discussion and upon motion duly made (Igo) and seconded (Birkebak), a schedule for Public Information Meeting(s), Hearings(s) and tentative adoption of the (Proposed) Comprehensive. Municipal Plan, a copy of which is attached hereto as Exhibit "C", was unanimously adopted and the Clerk was ordered to so publish. Magnuson then advised that the Met. Council Regional Blueprint 2010 was available for review by the. Council and should be considered when reviewing the city's (Proposed) Comprehensive Municipal Plan. Response to this document by the Ramsey County Board was also presented and is attached hereto as Exhibit "D" Discussion then followed regarding the Used Car Lot on Hoffman Road and Highway 61 with no action taken. Consensus agreement was reached that resolution of what to do regarding failed septic systems should be completed by April lst with a second inspection for verification. 1
