CITY OF GEM LAKE <br />RESOLUTION NO. 96-10 <br />15 April 1996 <br />WHEREAS, the City of Gem Lake has received ongoing complaints from residents along the eastern and <br />southern boundaries of the City regarding the imposition of loud speaker paging by Highway 61 auto. <br />dealerships on their comfort and repose; and <br />WHEREAS, the City's Assistant Zoning Administrator has verified that said noise pollution does exist and <br />eminates from auto dealerships located in Gem Lake as well as in White Bear Lake and Vadnais Heights in <br />direct violation of Ordinance No, 16; and <br />WHEREAS, the City Clerk has determined that affordable technology does exist and has been successfully <br />employed in other cities which not only abates the noise pollution but also enhances the on-stie business <br />climate and efficiency; and <br />WHEREAS, the City Council believes it is in the best interest of all theresidential citizens, business citizens, <br />and municipalities to seek a voluntary solution to the problem. <br />NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Gem Lake requests by <br />means of this resolution that all auto dealers with locations on Highway 61 between Interstate 694 to the <br />south and Ramsey County Road "F" to the north voluntarily install electronic paging systems and eliminate <br />use of all exterior loud speaker systems on or before the first day of July, 1996. <br />
