MINUTES . OF MEETING OF CITY COUNCIL <br />OF CITY. OF GEM LAKE <br />The March meeting of the City Council of the City of Gem Lake was <br />called to order on Monday, 28 March 1994, at 7:42 p.m. in the first. <br />floor meeting room of Tousley Ford. Mayor Emeott, Councilmembers Niel- <br />sen, Igo, Birkebak, and McPhillips, Clerk Magnuson, and Treasurer Nord- <br />strom were present. Also present were Gem Lake residents Rick Bosak,, <br />Keith Klemz, Giovanna Leiep, Tony Carlson, Gordon Kordosky, and Vern <br />Grundhoffer. <br />The:minutes-of the 28 February 1994 City Council. Meeting were, upon <br />motion duly made and seconded, unanimously approved. <br />Mayor Emeott then indicated that there has been no Meeting of the <br />Gem Lake Planning Commission. <br />Ms. Nielsen then reported that release of results of the I-35E <br />Corridor Study were expected at the March meeting of the group. <br />The Recycling Report for February, 1994 was not presented and will <br />be provided at the April meeting. <br />Mr. Magnuson then reported that the Contract Cities Law Enforcement <br />group has purchased a radar unit called the SMART SYSTEM to assist in <br />traffic speed management within the contract cities. Councilmembers <br />reported having already seen the unit in operation in the City. Mayor <br />Emeott requested the Clerk request a meeting with Commander Bergeron to <br />discuss further Gem Lake involvement in the Traffic Deputy. A copy of <br />the memo regarding this effort is contained in the law enforcement file <br />in the Clerk's office. <br />The Clerk then reported that a meeting to review Goose Lake Road <br />and Otter Lake Road signs with Dan Solar, Ramsey County Engineer, for <br />improvements and additions has been scheduled for Monday 04 April 1994 <br />at 3:1:0pm.. Mayor Emeott and CouncilmemberBirkebak agreed to attend the <br />meeting and discuss the City's concerns and perceived needs. Mayor <br />Emeott will report on the meeting in April. <br />Mayor Emeott then presented results of the public hearing convened <br />earlier this: date and the final revision of Proposed Ordinance No. 64 <br />reviewed in December, January, and February. After discussion of com- <br />ments received and upon motion duly made (McPhillips} and seconded <br />(Birkebak), Proposed Ordinance No. 6:4 was unanimously adopted and placed <br />in effect. <br />Relative to Septic Inspections, the Clerk advised he has ordered a <br />new voter registration list for Gem Lake from Ramsey County to finalize <br />the data base for inspections to begin in late April or early May. The <br />Clerk is also investigating a report from Ramsey County Property Taxa- <br />tion regarding property ownership, PIN # and street address in the <br />City. <br />Mr. Magnuson then reported on State legislation regarding annex-- <br />ation amendments to current legislation: <br />1 <br />
