Section 4.11 Strerdth charges for Z"rdustrial users 1) The Metropolitan .Wa .t:e Cc•n.trc+1 Ccrrnrnissi.ctr► (MWCC) has imposed a. indUstr al user sewer strength charge upc+rs risers of the Metropolitan opolitarr Disposal system. The City of Gem Lake Municipal Sanitary sewer system feeds into this disposal system. In order for the City to pay such costs, based upon strength of industrial discharge that are allocated to it by the MWCC each year, it is necessary to establish a City system sewer- Strength Charge and a .fcsrrnula for computation of that charge for .all industrial ueers .using the City of Gern Lake Municipal sanitary sewer E.yetern, 2) There isestablished, in addition tet sewer charges based Upon the volume of discharge, a sewer charge upon each person receiving waste treatment services within car served by the Ci.ty, based: upon strength. of industrial waste discharged into the Municipal sanitary sewer system operated by the City Of Gem Lake. 3) :For .the purpose of computation of the strength charge, the same strength charge forrnu 1 a deli ]grsated in Resolution No. 76-172:s. adopted by the governing bc'dyr of the..MWWC car.► June 15, 1376.y shall be used by the City of Gem Lake.. 4) The strength :charge established by .thissection of this Ordinance shall, be paid by each industrial .user receiving ;.caste trea'trnent. services from the system operated by i.he City of Gem .Lake. It will be b.i 1 led in the sable manner as the regular Use Chargefor sewer service and be subject to the came penalties for late payrrrent. Section 4.15 Payment of Sewer systern charges 4.12 :(1) Sewer use charges shall be billed quarterly. Statements for sewer charges, for the preceding quarterly period, shall be mailed to each user ..of the system c+rr or before the 10t.h cif January, April, July and October of each year. Such statements shall be due and payable to the City Treasurer on or before the last dayof the month following the quarterly period covered by such statement. 4.12 (2) If the sewer charge is not paid them r}uw, then the following penalty shall be added.. to the next billing: A) Fcrr residential sewer users, a penalty of four dollars ($4. 0D) or ten (10) percent of the amount dues whichever is greater. BY Fc+r all other• sewer users, a. penalty charge of t ers U.10) percent if paid within the first rncorrth of arrea:ra ge.
