Minutes <br />Sheriff Contract Group Meeting <br />June 17, 2004 <br />TRAFFIC CONTROL OPTIONS. <br />Brown Day: Lt. Paget distributed a press release with :regard to the first "Brown <br />Day" traffic saturation. event that occurred on June 10th Z. 15th in the contract <br />communities:. He explained that the press release was. planned with the idea of <br />"voluntary compliance". He stated that it was .a successful detail, and that no <br />overtime was used for these events. He reported that 190 stops were made -and <br />181 citations were issued,. which included 172 speeding citations: He stated <br />there were a total of 183 charges, and that 17 written warnings were given. He <br />provided a breakdown of the statistics for each community as follows: Arden. <br />Hills — 41 speeding citations; •Vadnais Heights — 41 speeding citations, 3 other <br />charges, 7 written warnings;. Shoreview — 13 speeding citations, 1 other charge, <br />3. written warnings; White Bear Township — 36.speeding citations, 5 other <br />charges, 5 written warnings; North Oaks — 19 speeding citations, 1 written <br />warning; Little Canada 22 speeding citations, 2 other charges. He noted that <br />the speeding citations •were generally issued for between 11 -- 27 miles per hour <br />over the speed limit. He stated there were other charges that were issued in <br />addition to the speeding citations (17 seat belt, no front plates; etc.). <br />•Schwerin commented that he perceived that everything went well, noting that the <br />timing was good (just after school let out), and feeling that it sent •a good <br />message to residents. <br />Altendorfer stated that another similar event may be planned in the fall when <br />school begins. <br />Altendorfer reported on a chase that originated in the City of WBL and <br />proceeded down Highway 96 to Centerville Road. He explained that stop sticks <br />were used, which eventually ended the chase. He reported on "Pursuit Driving <br />Course" training, which includes maneuvers to end pursuits by causing them to <br />drive into the ditch. He stated that pursuits are happening more and more often. <br />With regard to a question about the use of helicopters during chases, Altendorfer <br />responded that they are riot used very often due to timing, since pursuits usually <br />don't last that long. <br />Traffic Control Options: Altendorfer reported that Sheriff Fletcher has advised <br />him that the County would not object to hiring Kim Klawitter, a retired state patrol <br />officer, for additional traffic control. Altendorfer provided a ballpark figure of <br />$1 0,000 for a used vehicle for the position, and a minimum cost of $25,000- <br />$28,000 for a new vehicle. He stated that he had not discussed the position <br />with Mr. Klawitter because he was waiting for Department authorization. <br />Urban stated that he has been advised that there will not be a need for additional <br />traffic control until July of next year, however; he noted. that. we .could begin <br />sooner, possibly in the spring of next year, to prepare for the situation. <br />2 <br />
