I 1 <br />The Gem Lake Planning Commission met on Monday, June 7, 2004 in the first floor <br />meeting rootrt ofTousley Ford. This was a rescheduled meeting originally slated for <br />June 1. Members Jim Lindner, Derek Wippich, and Kathy Robins were present. Mayor <br />and Co -Zoning Administrator Paul Emeott was also present. In the absence of Chairman <br />Hoeschler, Mr. Lindner served as acting chair. The meeting came to order at 7:00PM. <br />There was a brief discussion of new sewer along Scheunemann Road, from. Kahl Circle <br />to Hillary Farm south entry. The city engineer has beengiven the notice to proceed in <br />notifying residents and will do a survey of land 100' either way from the center line of <br />Scheunernann Road. Mr, Wippich introduced a means of adding gentle curves to the <br />roadway to create three way intersections with traffic control signs to limit speeds on the <br />road and add to the aesthetic quality of the road. Ramsey County will turn the road back <br />to Gem Lake at its June 8, 2004 meeting, along with $170K- the cost of brining the road <br />to 90% of new condition. Given the nature of progress involving Scheunemann Road, we <br />feel it worthwhile to invite the City Engineer to our July meetingfor an update. There. <br />are some creative suggestions the Planning Commission wants to bring to the attention of <br />the engineeras well. <br />Next there. was a brief discussion of the next phase .of McNulty's.development. With 28 <br />.new homes (plus the existing estate house)" it is projected that fewer than 100 people <br />(perhaps as few as 75) will be added to the population of the city. <br />NeXt, several means of controlling traffic on Schettnernann Road were debated. Besides <br />Mr. Wippich's curved road, speed bumps, stop signs at. Kahl Circle, one way "north <br />bound only" from Gem Lake. Hills Golf Course to Highway 61, signage such as "local. <br />traffic only", and, as a last resort, terminating the road at Highway 61 with a formal cul <br />.de sac, were all discussed. Emergency vehicle access is a consideration.. Many <br />S:cheunernarin Road. residents like the cul de sac idea. .No formal. idea. was voted upon. <br />Derek presented an "Uriweave the Weave" update. Edgerton St. bridge will be closed <br />and reworked in 2004. There is a long lead timefor steel whichis delaying this <br />component. MNDOT is looking for a convenient time to block Interstate 694 to <br />demolish the Edgerton bridge. The group discussedvarious traffic hazards in the <br />"Commons Area." <br />Paul issued a draft copy of his density transfer proposal. This establishes zoning. <br />considerations for unique land forms and creative land use. It contains site control and <br />
