CITY OF GEM LAKE MINUTES OF SPECIAL CITY COUNCIL MEETING SEPTEMBER, 2004 Having been duly published In the White Bear Press, the City's official newspaper, a Special Meeting of the City Council of the City of Gem Lake was called to.orde.r by Mayor Emeott on Tuesday, 07 September 2004, :at 7;00.PNi in the .first floor meeting room of Tousley Ford. Mayor Eineott, Councilors Bosak, Birkebak and. Watson, Clerk Magnuson, Planning Alternate Chairman Lindner were present. Also present were Richard Yadeau; Mary Yadeau,.Andre Yadeau,. Daniel Ku;tin, Connie Kunin, Jay.Bazooband and. Erwin Lingitz. Motion by Bosak, Second by Birkebak toamend agenda -to includeconsideration of Resolution No. 2004-17 was unanimously approved. Motion by Bosak, Second by Birkebak to approve agenda as amended was unanimously approved. Magnuson reported that proper notice of this Special Meeting had been published in the White Bear Press as Public Notice No. 2004-26 on 01 September 2004 as follows: CITY OF GEAI LAKE. The sole agenda item. of the special meeting will he to review and award contracts for t'uhlic Improvement.Projecl No. 2004-01 and to atithorire the Mayor atld Clerk to execute said ecintracls on.bclial!'dithe .City. ss//Frederiic C. Magpnson, City Clerk Magnuson then presented correspondence from City Engineer John Parotti dated 27`August 2004 showing the six (6) bids received for Public Improvement Project No. 2004-0Iand indicating Belair Excavating, Inc.. of New Brighton, MN as the low bidden at $501,789.92. Parotti also states that Belair has sufficient understanding of the project and equipment to perform the project and havethe financial ability to complete the project. Based upon the recommendation of the City Engineer, Motion by Birkebak, Second by Bosak to adopt Resolution No. 2004-16, a resolution accepting. the hid o f Belair Excavating, Inc. Of New Brighiton, MN for. construction of Gem Lake Public Improvement Project No. 2004-01 and empowering the Mayor and City Clerk to enter into contractual agreements for completion of said project subject to review and recommendation of such.. contracts by the City Engineer and City Attorney was .unanimously approved. Following discussion, Motion by Bosak and Second by Birkebakto adopt Resolution No, .2004-17, a resolution opposing a petition being considered by the City Council of the City. of Vadnais Heights by Bryan M. Hansen for concttnrent detachment of real property currently located in the City of Gem Lake and annexation to the City of Vadnais Heights, was unaniniously approved.
