CITY OF GEM LAKE MINUTES OF ANNUAL MEETING NPDES 1 MS4 1 SWPPP 28 February 2005 The second. annual Public Meeting of the City of Gem Lake to review the City's report of performance in accor- dance with the National Pollution Discharge Elimination System (NPDES) and: the related Small Municipal Separate Sturm Sewer Systems (MS4) Phase I l Pei -nit which is guided by the City's Storm Water Pollution Prevention Program (SWPPP) was held at 7:00 PM. on 28 February 2005 in the firstfloor meeting room of Tousley Ford. A Public Notice. of the meeting was placed in the White .Bear Press, the City's Legal Publication on 73 February 2004 as. Public Notie No. 2005-06.:Mayor Emeott, Councilors Watson, Rasmussen, Schilling: and Bosak , and City Clerk Magnuson were present along with residents Vern Grundhoffer, Helen .Kahl, and Wendy TurnbulI.. Mayor Emeott then madeopening comments stating, for the record, that thishearingis requiredas part of our SWPPP to provideboth education ofCity efforts to it's residents and to make known `it's .accornplishtnents,commitments and challenges. Mayor Emeott then presented the Agenda for the: Public Meeting. Motion by Bosak; Second by Watson to adopt the. Agenda for the Public .Meeting as presented was unanimously approved. •Mir, Magnuson was:then recognized. Mr: Magnuson presented the thirty (30) page Draft Annual R.eporttsuminarir- ing the three (3)`page formatted report and each of the twenty-eight (28) pages of criteria, allowing time for questions and answers from the City Council or thosepresent. Mr: Magnuson also presented 13 pages ofattachments demonstrating City efforts to meet. the challenge of the NPDES Program. F rillol+ ing•Mr..Magnuson's presentation, Mayor Emeott asked if there. had been any written or oral input on the City's SWPPP for consideration. and inclusion in therecord and for consideration as changes to the City's SWPPP, Mr: Magnuson replied that no written or oral input had been received prior to. convening this. meeting. Mayor Emeott then asked i laity Councilors wished to make comments with no response from the Councilors. Mayor Eineott then asked if anyone present wished to make comments with no response from those:present...Mayor Emeott then •declared:that since theme were no comments, no Record of Decision (ROD) would be required and no amendment of the SWPPP appeared necessary. There being no further business, the First Annual Public Meeting for review of the. City's MS4 1 SWPPP was adjourned at 7:1 a PM.
