CITY OF GEM LAKE <br />MINUTES OF CITY COUNCIL MEETING <br />February, 2006 <br />The:: February, 2006 regular meeting ofthe City Council' of the City Of. Gerr Lake was called to order by Mayor <br />Lmeott on Tuesday,.2 I February:2006, at 7:07 PM in the first. floor meeting room of Tousley Ford.. Mayor .Erneott, <br />Councilors Rasinussen.and Watson and Clerk Magnuson were. present. Also present were Jim Lindner „of the Planning. <br />Co nlnission, Gretchen Artig-Swornley, .Holly Watson and Barbara Kearns of Willow Lake School. <br />'Following.Mayor Elneott's request for. additions, deletions, or corrections, the following actions. were taken: I.) <br />unanimous approval of the minutes.of the 1.7 January 2006 City Council meetingas presented on Motion byRasmusseri, <br />Second by Watson; 2) unanimous•approval ofthe agenda for the 21 February 2006 City Council meeting as presented <br />on Motion by Watson, Second by Rasmussen. <br />Mr. Magnuson then presented General Announcements. <br />The report of the Planning Commission was presented in the form.ofa letter from the Chairman to Mayor Emeott, <br />said report havingbeen distributed electronically to the Council in advance. Specific additional commentswere as <br />follows: I) Mr. Magnuson reported on a variance application by Macalus which was set forward to March due to <br />insufficient and conflicting information on the application for action; and 2) full and final consideration of Ordinance <br />No.:43GVersionF has been set forward to March to provide all interested parties to make written comments; and3) the <br />march Planning Commission meeting has been changed from 07 March 2006 to 14 March 2006due to scheduling. <br />conflicts and to allow additional time for consideration of Ordinance No. 43GVersionF. <br />Mr. Magnusonreported that he and Mayor Emeott acting in their- capacity as Zoning Co -Administrators had <br />inspected the Ophelan property from Hillary Farm and find that Mr.: Ophelan isin violation of the Zoning Ordinance <br />as he appears to be running a landscape business with heavy equipment attendantthereto and a:40' coinmercial storage <br />container on his residential property at.3815..Scheunenian:Road. A letter will be sent to Mr. Ophelan in the near future: <br />Mr. Magnuson reported on the progress of the capital projects cornmenced for2006, including l4ighway61!County <br />Road E reconstruction, city streetrebuilding (PIP2006-01);.development ofacity water plan (P1P2006-02), deveIoprnetit <br />of a. joint town hall with. White Bear Township (PIP2006-03), and reconstruction cif the Scheunernan Road business. <br />district infrastructure (P1P2006-0.4). Motion. by Watson, Second by Rasmussen to adopt Resolution No. 2006-06 calling. <br />I'or reimbursement of general funds of thecity from:bond proceeds in accordancewith state statutes was: unanimously <br />approved. <br />Mr. Magnuson presented the year end recycling report for 2005. <br />Establishment of the Neighborhood Watch Program followed with no action taken. Councilor Watson asked the <br />Clerk fora mailing list in Excel format so he can proceed with the project. <br />Ms. Barbara Kearns was recognized as Principal of Willow Lake School. Ms. Kearnspresented a report to the <br />Counci I of the substantial progress theirliteracy project continues to have as well as several other impressive benchmarks <br />achieved. Following her presentation. Ms. Kearnspresented a requestfor funding of$2.480.00 to continue the good <br />works of the literacy program. Mrs. Holly Watson was then recognized. Mrs. Watson made a presentation of an <br />organization supports identified as CODA, an acronym for Children ofDeafAdults. CODA is an all volunteer, non- <br />profit501 qD}(3) organization dedicated to the continuing education of children of deaf adults. This year, Minnesotais. <br />hosting the national CODA conference and Mrs. Watson indicated any supportfi-oin the community would be greatly <br />appreciated. Mr: Magnuson presented a request fi.om the White. Bear Lake High School Nordic Ski. Team for funding <br />to provide new uniforms for the team. At least one member of theteam is from. Gem Lake. The request was non-specific <br />regardin�_ amount requested. Mr. Magnuson also spoke to the traditional recipients. including Friends of the Ramsey <br />County Parks & Trails; lake Area Transit, and White Bear Lake Area Food Shelf Mayor Emeott supported the Lake <br />Area 'Transit asa service being utilized by several members of the community. Mr.. Magnuson suggested the Parks &. <br />Trails organization may become more important to us as the north suburbs develop the BN railnorth of Buerkle Road: <br />Motion by Rasmussen, Second by Watson to fund the following from Charitable. Gambling Proceeds was unanimously <br />approved: 1) Friends of RamseyCounty Parks & Trails.@ $200.00; Children of Deaf Adults @ $300; Lake Area Transit <br />;e-i) $468;. Willow Lake School Literacy. Project rr $2,480.00. Total to be disbursed equals $3,448 representing 100% of <br />the voluntary contribution received front the White Bear Lake Lions. Club charitable gambling operated at the Country <br />Lounge, <br />Page 1 of 6 <br />
