Trevor went on to describe how the placement of streets will determine building location. <br />The size of the street will determine what type of building is placed on a site. For <br />example, anchor stores with high volumes of traffic will require a larger street than an. <br />office complex. He added that form -base zoning is not just for new structures. There <br />must be a way for an existing structure to comply with any new standards be it from <br />remodeling or other construction. Form -base zoning also gives the impression of the city <br />micro managing a project and a city must have the resources, financial and human, to <br />dedicate to working through all of the many details. An independent review of plans is a <br />good idea. <br />Comprehensive Plan Update <br />Lindner brought along some water management plans from VLAMO and Ramsey - <br />Washington and explained how SEH will work to incorporate those plans into the Gem <br />Lake plan. These watershed organizations manage surface water runoff from storms. <br />Gem Lake is responsible for the water it generates, water that my flow across impervious <br />surfaces before it enters the water system. <br />SEH is on target to have a draft plan available for review at our April meeting. <br />Presentations from the floor <br />Faith Vadnais is a Mahtomedi resident whose family is considering purchasing property <br />in the South Road area of the former Daniels' estate. She spoke of the natural beauty of <br />the area and how it is convenient via road networks to other sections of the metro area. <br />She cautioned us about intensive development. Lindner attempted to review the recent. <br />litigation by other landowners who struggled with Gem Lake's previous administration <br />for years. Others in the audience also discussed the current processes in place that will <br />allow familiessuch as the Hansens to realize the potential of their lands. There will need <br />to be a balance that attempts to preserve our past yet allow for development in the future. <br />There being no further business, Lindner adjourned the meeting at 8:50.
