CITY OF GEM LAKE, MN <br />4200 Otter Lake Road <br />Gem Lake, MN 55110-3227 <br />Telephone 651-747-2790 <br />Planning Commission Minutes, 4-2008 <br />Planning Commission Chair Jim Lindner opened the May meeting at 7:OOPM in the Gem <br />Lake City Hall_ Commissioners Lindner, Derek Wippich, and alternate commissioner <br />Beth Herzog were present. Also present were Paul Emeott, Steve Herzog, Bob Uzpen,. <br />Dan Osterkamp, Gretchen Aitig-Swomley, Trevor Oliver, and a representative from <br />Budget Rent -A -Truck. <br />Summit Mini Storage <br />Dan Osterkamp presented a plan that would allow him to rent van trucks of id', 15', and <br />24' lengths on his business site. This land is zoned GBH under the current zoning. We <br />reviewed Ordinance 43 Section 10.1.1 that lists permitted uses in GB11 parcels. There is <br />a phrase that allows for "farm and general equipment rental providing it is conducted <br />within a building" that we first tried to apply to Dan's situation, We considered <br />alternatives such as a conditional use permit or an interim use, though interim use would <br />have time restrictions of 180 days making this an undesirable application. Lindner then <br />read 10.1.1's final phrase "and similar uses" and asked Trevor Oliver and Paul Emeott for <br />their interpretation. Derek Wippich moved that we recommend to the City Council <br />approval of Dan's proposal based on the phrase "similar uses" which was seconded by <br />Beth Herzog. <br />Further discussion revolved around possible problems in granting this request. Paul <br />referred to Ordinance 43 Section 20.5.18 on parking requirements. Paul asked Dan if he <br />had adequate parking for his existing mini storage and auto repair facility. Dan replied he <br />only had himself and two half --time employees. Paul wanted to kow if truck renters <br />would need a place to drop off a car while they used their rented truck. The Budget Rent - <br />A -Truck representative advised that most clients rent via the internet and do not leave <br />personal vehicles while they have their trucks. He added that all truck maintenance is <br />performed at a central facility and not on site at the place of rental. <br />Because "similar uses" falls under permitted use, no public hearing is required, but Paul <br />recommended the City not forgo a public hearingsimply because one is not required. <br />Lindner offered a friendly amendment to Wippich's motion that would have Dan <br />Osterkamp pay for a public hearing notification in the local paper and pay for the <br />mailings of all residents and property owners 350 feet from his site. He will do this via <br />the Ramsey County GIS website. The motion, with the amendment carried 3-0. <br />Oswald :Property <br />Paul reported that the proposed use for the Oswald property on the extreme south end of <br />Gem Lake has been dropped. This would have introduced a performing arts center and <br />package courier business that would have used Oswald's property as parking. <br />Look for us on the.
