Hillary Farm <br />Paul informed the commission that he has been in contact with Brian Haijes from the <br />McNulty team on the proposed replatting of parts of Hillary .Farm for townhouses. This <br />will require a comprehensive plan revision and a PUD: McNulty is hopeful to have a <br />model ready for this fall's Parade of Homes. <br />Zoning Ordinance <br />We next inquired how the new comprehensive plan will impact zoning. Substantial <br />rewrites of certain sections will be required. Trevor Oliver continued his case from our <br />last meeting and suggests our comprehensive plan will define the "master plan" for all of <br />Gem Lake, particularly thenew mixed .use areas. Zoning will regulate space (setbacks, <br />size and shape of buildings, etc.). Marc Putnam already has language in the back of his <br />concept plans that suggest setbacks and other details required of an effective zoning <br />statement. <br />We again reviewed form -based versus Euclidian zoning in which we will have mixed <br />uses and more intensive commercial uses, especially in the areas currently occupied by, <br />among other businesses, Summit. Mini Storage/Dan's Ailing Auto Repair, etc. The end <br />product will allow for the varied uses we now express as GB, GBH, Retail Business, but. <br />likely without those specific labels for the parcels. It will fall to design review and astute. <br />attention to detail review of proposed plans to make things fall into place. We will <br />regulate the shape and not the use, allowing the lay of the land (including sensitivity to <br />surrounding existing uses) to determine what types of uses wi]1 go where. <br />We also will need to take care with our new residential designations of estate, executive, <br />and "all other" with careful attention to exactly what "all other" will ultimately mean. <br />Note: during this part of the discussion, Chairman Lindner had to leave the premises to <br />attend to personal business (a.k.a. picking up his kids from a softball game). He left at <br />8:30 and returned at 9:00 while this same discussion was still going on. In that time <br />Trevor appears not to have moVed from the map he was standing in front of.. <br />Comprehensive Plan <br />We closed with a brief update on the plan. We want SEH to have a draft plan ready for <br />our July l Planning Commission meeting, meaning they will have provided the <br />commission and the City Council with a complete draft a week prior to this meeting date. <br />And have a copy posted to the city's website for public review. <br />There being no further business, Lindner adjourned tonight's meeting at 9:20PM. <br />Jim.
