CITY OF GEM LAKE, MN <br />4200 Otter Lake Road <br />Gem Lake, MN 55110-3227 <br />Telephone 651-747-2790 <br />Planning Commission results ,10- -2008 <br />The October 2008 Gem Lake Planning Commission meeting was called to order at 7:00 <br />by Chairman Lindner. Present were Commissioners Derek Wippich and. Craig Rafferty. <br />Also present was alternate commission Beth Herzog Mayor Paul Emeott, WBT Planner <br />Tom Riedesel, Brian Harjes, Jim McNulty, and over 40 residents of Gem Lake, whose <br />names are on a sign -in sheet. Lindner added that the minutes will be sent to anyone who <br />wishes to receive them if they provide their email address on the sign in sheet. <br />McNulty idea <br />After a brief introduction by Chairman Lindner, Brian Harjes presented some concept. <br />drawings of an idea for townhouses for portions of the Hillary Farm development. He <br />first showed a drawing from May, 2008, then one dated September, 2008 which he had <br />shared at the City Council workshop on October 6, 2008. He then showed a new idea <br />drawn up earlier in the day before this meeting. After Brian's presentation, Lindner <br />explained the process that must be followed (1997 Comprehensive Plan amendment and <br />zoning ordinance amendment) that give the city the legal methods to review and <br />support/reject a formal proposal. None of these processes have begun so at this point the <br />sole purpose of this meeting is to assess the idea and gauge public comment. <br />To make this project feasible, city water to Hillary Farm is a strongly preferred option <br />over 'individual or community wells. However, this will require placement of pipe under <br />Schueneman Road which presents a logistical hurdle. <br />Lindner explained again the need for amending the comprehensive plan and zoning <br />ordinance, the need for city water, and the zero -lot line proposal that a PUD would <br />require. He reiterated that there has been no formal proposal from McNulty on this latest <br />plan. Lindner added that either the € 997 comprehensive plan or the 2008 plan will need. <br />to be amended to allow such a change to Hillary Farm because the 2008 plan identifies all <br />of Hillary Farm as single family executive home sites. <br />Derek. Wippich addressed the meeting saying he had been in favor of some type of <br />clustered development in the original Hillary Farm concepts. <br />Craig Rafferty spoke of the need to assess what is best not only for Hillary Farm, but for <br />Gem Lake as a whole. <br />Two Hillary Farm residents, Mike Larking and Gary Tangwell, then addressed the <br />meeting, Both Mike and.
