bought into Hillary Farm because it was the type of executive home sites he had been <br />looking for when he bought his house: Gary spoke of other methods McNulty could <br />employ to stimulate purchasing lots in Hillary Farm (lower prices and the ability to hire <br />separate builders) rather than selling townhomes. He read a letter from Carol Buckley <br />who also spoke against the townhomes. The main concern is lower property values, <br />traffic, and the loss of open space as reason to oppose this idea. They were also <br />concerned because McNulty had not approached his own homeowners association <br />Other residents then joined in offering comments. People spoke against what would be <br />additional assessments for city water, traffic volumes, giving into McNulty after the <br />original project was approved, some did not want Gem Lake to "bailout" McNulty, and <br />some did not want he city to expend tax dollars on this plan. Some reminded the <br />Planning Commission of the need to follow what the citizens want from its government. <br />Rafferty and Lindner explained that this is all part of the process, that McNulty is also a <br />Gem Lake landowner and that he has the right to make presentations such as this. In the <br />past it was not uncommon for ideas like this to not even get the chance to present in a <br />forum such as a planning commission meeting because developers were told "no" when <br />they contacted city officials. That was the reason some landowners sought to have their <br />lands detached from Gem Lake. <br />An informal straw poll of the residents (upon the suggestion of another resident) showed <br />no support for this idea at all. It is now up to McNulty if he wishes to pursue this idea <br />formally or revise it, or do with it as he chooses: People were concerned that they did not <br />know of this pending meeting until just a day or so beforehand. Lindner reminded all <br />present that the Planning Commission meets the first Tuesday of each month except <br />when forbidden to do so because of holiday or general election day. <br />Lindner then thanked all for their attendance and input and declared a brief intermission <br />before the next topic, <br />Zoning Ordinance <br />Paul Emeott next presented his first draft of proposed changes to the zoning ordinance. <br />We reviewed each change and he explained his rationale and where he thinks further <br />work is needed. Some of the current zoning ordinance will remain, but he injected some <br />new ideas into his new draft. He will lean on the city attorney for guidance with the <br />mixed use as called for in the Gem. Lake Village Center Mixed Use Special Planning <br />District. This is totally new to Gem Lake and we will seek assistance in writing this <br />portion of the ordinance. Some existing zoning districts will be removed from the new <br />ordinance. LDB, Rl, and R2 are all out of the revised ordinance. Deep in mind the new <br />comprehensive plan will mandate these changes to the zoning ordinance, <br />Beth Herzog presented a form -based and smart code zoning ordinance she found on the <br />Internet, Lindner added that he found something similar on-line from Gulfport, <br />Mississippi. <br />Dan Osterkamp <br />Look for us on. the World Wide Web at getulakemn.org. <br />
