CITY OF GEM LAKE, MN <br />4200 Otter Lake Road <br />Gem Lake, MN 55110-3227 <br />Telephone 651-747-2790 <br />Planning Commission results, 12-9-2008 <br />The December 2008 Gem Lake Planning Commission meeting was called to order at <br />7:00 by Chairman Lindner. Present were Commissioners Craig Rafferty and Derek <br />Wippich. Also present was alternate commissioner Beth Herzog, Tom Rasmussen, Jack <br />Hoeschler, Rob Hansen, Mayor -elect Bob Uzpen, Larry and Shiela Waldoch, Mayor Paul. <br />Emeott, and others. Our special guest presenter was Marc Putman. <br />Zoning Ordinance <br />Marc Putman defined his earlier work for the city, talking about form -based zoning <br />versus use -based zoning. He described how form based land use can become part of the <br />zoning ordinance. He also talked about how the shape of buildings can determine the <br />types of businesses they inspire. <br />Craig Rafferty described how Gem Lake has a foot in both form -based and use -based <br />zoning and recommended we opt for one or the other as we move forward. <br />Marc Putman and the planning commission then talked about the possibility of private <br />landowners purchasing Marc's time and resources and come up with their own vision <br />(based on Marc's earlier concepts for the Hoffman's Corners area) rather than just having <br />the city hire. Marc and dictate to landowners what the vision for the mixed use planning <br />area will be. The southeast quadrant of Hoffman's Corners then became the living <br />example of how such planning mightwork. Waldoch and John Birkeland own most of <br />this area (with Birkeland owning more land and Waldoch occupying the most favorable <br />site). <br />Larry Waldoch introduced the idea of PODS auto service as a tenant for the Waldoch <br />building. He handed out a comparison checklist showing how similar Waldoch's <br />conversion center and PODS offer similar services. Paul Emeott said the nature of PODS <br />was not consistent with retail business zoning. The majority of those present did not <br />seem to share this concern. Marc. Putman interjected that under form based zoning, this <br />would not even be an issue. The. Planning Commission does not seem to be opposed to <br />the idea of PODS as a tenant. Without legal consul, we were unsure if a public hearing <br />would be needed as it did not appear that a zoning change would be needed (because <br />PODS and Waldoch seem nearly identical in services offered). There is the question of <br />how to lift the moratorium, which is set to expire in May, 2009. Waldoch would like <br />PODS to have a lease in place by then. But any lease would have an "out" clause for <br />Waldoch so they could take advantage of any offer for the land should a developer come <br />along with a plan. <br />Look for us on the World Wide.
