Based on an idea by Craig Rafferty, the Planning Commission recommends the City <br />Council: <br />1. Waive the moratorium for building permits to allow the temporary rental of the <br />Waldoch property for interim similar use where natural development can be <br />implemented. <br />2 Consider a fee proposal and scope of work from Marc Putman to reconcile the <br />gaps between Putman's Gem Lake guidelies and the Gem Lake comprehensive <br />plan. <br />3. Consider negotiation for a partnership to share expenses between the Gateway <br />property owners and the City of Gem Lake. <br />We believe this captures the sentiment of tonight's discussion. <br />Comprehensive Plan <br />We next review the comments by the Metropolitan Council on our draft comprehensive <br />plan. The Planning. Commission believes SEH made some obvious omissions in their <br />work such as the lack of a historic preservation section and in the math relating to. <br />density. We do not feel Gem Lake should be financially responsible for the omissions of <br />SEH. We did not discuss those parts of the plan we feel will require additional expense. <br />The bottom line is the city needs to find the way to get the plan updated and complete in <br />the eyes of the Met Council. <br />Future Planning Commission <br />Lindner stated he will run the January Planning Commission meeting but will resign his <br />chairmanship at the end of that meeting. No names were discussed as potential future <br />chairmen. <br />There being no further business Lindner adjourned the meeting at 9:1 OPM.
