CITY OF GEM LAKE 4200 Otter: Lake Road White Bear Lake, MN 55110 Jain &waft, itica/a4 Minutes of Gem Lake City Council Meeting 16 December 2008 The regular meeting of the City Council of the City of Gem Lake was called to order: by Council member and Acting Mayor Hutch Schilling on Tuesday, December 16, 2008 at 7:03 pm in the Gem Lake City Hall meeting room. The following members were present: Council members Gretchen Artig-Swoin]ey, Tom. Rasmussen, Chuck Watson, and Hutch .Schilling. .Also present were Attorney Trevor City Clerk. Bill Short, City Treasurer Jessie Hart and Teresa Tice, Recorder. Other members of the public were also in attendance per the sign in sheet sent around the room. APPROVAL OF AGENDA AND MEETING. MINUTES A) Minutes of City .Council meeting of November 2008: Upon motion by Rasmussen, seconded by Artig- Swomlcy,the council approved the minutes of:the .November 2008 Council meeting with corrections as submitted by Artig-Swomley. Ayes — 4 Nays —0 B) Minutes of City Council workshop. ofDecembe.r 1; 2008: Upon motion by Watson, seconded by. Rasmussen, the council approved the minutes: of the December 2008 City Council workshop' with corrections as submitted. by Artig-Swomley. Ayes —.4 Nays — 0 C) City Council Agenda: Acting Mayor Schilling called for additions, deletions and corrections to the agenda. Requested to be. added to the agenda was Old Business item E) Street repairs to two houses and F) Discussion and vote ofpurchase of Adobe for Jean and G)•SW WP Discussion.. Upon motion by Rasinussen,..seconded by Artig- Swoinley,.the council approved.the. agenda for the. December 16,.2008, City Council ineeting..Ayes.-- 4 Nays -- 0 COMMITTEE REPORTS Planning Commission December meeting report.(Jim Lindner -not present): Upon motion by Rasmussen, seconded by. Artig-Swomley, the council approved the December 2008 PIanning Coininission meeting report. Ayes -- 4. Nays.— 0 PRESENTATIONS FROM .THE FLOOR Acting Mayor Schilling. opened the floor to the public. Kelly DeSmet and Barbara. Bade from Willow Lane Elementary School announced that Willow Lane has won a blue ribbonaward under the No Child Left Behindfederal program. They discussed the need for funds to help second grade below level readers and indicated community grants would help go 10 obtaining materials as well as sending. teachers to training. Upon discussion from the council about the amount of charitable funds: provided last year: and how muchgrant money was available this year, it wassuggested that $2,500. could be donated to Willow Lane Elementary. A vote was taken as indicated under Old Business B). Don and. Larry Waldoch presented that they had :a newtenant that wants to move into the Waldoch property on .the. Southeast corner of TIighway 61 and Hoffinan Corners. They attended the December planning commission meeting and received favorable comments about their plans to rent the property,. They requested guidance onhow to proceed. Attorney Oliver reminded.. the council that there is .currently a moratorium inplace to study for future development..
