B) Heritage Hall Joint Powers. Agreement (Bill Short): City Treasurer Jessie Hart. and. City Clerk Bill Short <br />introduced a Joint Powers Agreement between the City of Gem Lake and White Bear Township for the continued <br />operation of Heritage Hall as a government building. In summary, the. City will be responsible for the costs of day to <br />day operationsand revenues of the building. The Township will pay twenty percent of the routine. Heritage Hall <br />expenses as defined in the contact. The Township will pay 30% of the cost of Non -routine Expenses as defined in. <br />the contract. White. Bear Townshipapproved this agreement at their December Council Meeting. The teens of this <br />agreement are effective until parties agree to terminate it. <br />Upon motion by Artig-Swomley, seconded by Watson, the. Gem Lake City Council approved the Joint Powers <br />Agreement. Ayes — 4 Nays - 0 <br />C) Approval of payment of claims for December 2008: Payment of claims for time period above was. <br />unanimously approvedas indicated by Council rnember's signatures on this .document. <br />I3) Financial Report — November -December 2008 (Jessie Hart): Jessie Hart presented the Financial Report from <br />November to. December.2008. Council. member Schilling stated that the City should continue to work.to build <br />reserves and minimize spending in 200.9 .as the economy tightens arid. possible tax revenues could decrease to due <br />foreclosures. <br />E) 2008 Operating Transfers (Resolution #2008-12): Upon motion by Watson, seconded by Artig-Swomley, it is <br />RESOLVED that S25,000 betransferred from 100-General Fund to 600-Sewer Fund and that $20,000 be transferred <br />from 100-General Fund to 402-City Hall Construction Fund.: Ayes — 4 Nays — 0. <br />F) Waste Management Recycling cost increases and contract for 2009: Waste Management is proposing a one <br />year extension of the: City of Gem Lake Recyclingcontract with a.cost increase of $.06 per month to $2.23 per. <br />household per month. <br />G) HVAC maintenance contract for Heritage. Hall for 2009: Topic tabled until next meeting. <br />H) Final City Budget and tax levy - 2009 (Resolution #2008-13): Jessie Hart presented the final City of Gem <br />Lake Budget::and tax levy to the City Council. Upon motion by Watson, seconded by Artig-Swomley, it is <br />RESOLVED to adopt a Final General. Fund Budget of $481•,4.70. and Final Amount to be raised by Property Taxation <br />of $443.,289 whichis a 1.238%decrease. from 2008, for the Year 2009. Ayes -- 4 Nays — 0. <br />I) Metro Council comments on 2008 Comp plan— preliminary review: Comments from the. Met Council for the. <br />2008 Comprehensive Plan have been received and are being reviewed. <br />J) Business Licensing 2009: Documents regarding business licensing that were used in 2008have been included in <br />the packet of information: Similar documents to be drafted for 2009.. <br />K) Outgoing Mayor/Zoning Administrator Services — Authorize rate of$55/hour: Acting Mayor Schilling <br />presented.a proposal from. Paul Emeott. for additional services. after his term of mayor is over of a..price of $55 .per <br />hour with a.onehour minimum on.an as -needed basis. Upon motion by Watson,. seconded. by Artig-Swoniley, the <br />council approved the proposal of additional services from Paul Emeott as stated above, on an as -needed basis: <br />Ayes Nays.— 0 <br />PRESENTATIONS FROM THE. FLOOR. <br />Acting Mayor Hutch Schilling opened the floor to the public. <br />Discussion regarding honoring outgoing Mayor Paul Emeott occurred. Various options presented including a plaque, <br />honorarium and farewell party. Council member Artig-Swomley will coordinate a private gathering to honor Mayor <br />Emeott and will sendout invitations. Attorney Oliver informed the council of the need to post a notice of assembly <br />at which no city business will be conducted on the City Hall doorthe day of the gathering. Upon motion by Artig- <br />Swomley, seconded by Watson,; the councilapproved an honorarium gift for outgoing Mayor Paul Drneott not to <br />
