9.7 Proposals for Undeveloped Land or for Large Redevelopment. An applicant shall fol- <br />lowthe following procedure when seekingapprovalfor construction uponland undevel- <br />oped at the time this Section. was adopted, or upon any planrequiring the platted subdivi- <br />sion of land or the construction of new streets. Proposals which includea major subdivi- <br />sion of land shall proceed through the platting procedure mandated by the Gem Lake Sub- <br />division Ordinance, and shall .submit thematerials requested herein in .addition to the mate- <br />rials required to support the application for subdivision. <br />9.7.1. Pre -application Meeting. Before making a formal application for a land use plan which will <br />involvethe creation of new streets or platted subdivision of land, the potential applicant shall pre- <br />pare sketch plans and preliminary descriptions which reflect the six :items addressed below and any <br />additional items required by Section 12.1 of the Subdivision. Ordinance. The applicant shall sched- <br />ule and attend the pre -application meeting described in Section 11.1 of the Subdivision Ordinance, <br />in which the participants shall address all of the following areas: <br />- Subdivision plat and related infrastructure; <br />- Thoroughfare network and civic. space; <br />- Building Type placement and disposition;. <br />- Proposed Design of completed buildings; <br />- Potential incentives if any, which may apply to the proposal; and <br />Likelihood that environmental review under Ordinance 92 is necessary. <br />9.7.2 Submission of. Development Plan. An applicant shall .submit an application for .a. Zoning <br />Compliance Permit and supporting:docurnentation to the City which addressesall components of <br />the proposed development. The applicant shall submit twelve (1.2) sets of all applications and re- <br />quired supporting materials in forms acceptable to the Zoning Administrator, including: <br />A) Development Plan. All attachments to development plans shall be drawn to scale and <br />prpvidethe following information, unless otherwise specifically waived by the Zoning Ad - <br />minis trator: <br />1. A vicinity inap, to. include locations of any public streets; railroads, major streams <br />or rivers and other major features within 500 feet of the site. <br />.2. Boundaries and dimensions .shown .graphically, .along with a written legal desctip- <br />Lion of the property. <br />3. Present and proposed topography of the site and adjacent areas within 50 feet by <br />contour .lines.. at intervals :of no more than five feet, and directional attows: showing <br />proposed flow of atorrnwatcr runoff from the site. <br />4. The. location of existing and proposed structures, With height and:gross floor area <br />noted. <br />5. Elevation views of all proposed buildings andstructures, with building materials <br />andproposed colors noted. <br />6. Phasing plans, where applicable. <br />7. Location and dimensions of existing and proposedcurb cuts, aisles, offstreet park- <br />ing andloading spaces, and walkways. <br />8. Location, height:. and material for screening walls and fences, and other screening <br />devices. <br />9.
