The City Council, with the City Architect's recommendation, may approve alternatives <br />to this requirement if a larger building is proposed, to reduce its apparent sizeby dividing, the build- <br />ing mass: into smaller sections, including: <br />A) Stepping back or extending a portion of the building facade; <br />B) Emphasizing architectural elements, including windows and:entries; and <br />C) Emphasizing architectural elements of the roof, including dormers, chimneys and ga- <br />bles. <br />9.10.5. Building. facades. Building facades shall provide architectural detail and shall Contain: win- <br />dows at the ground level: in ordercreate visual interest and raxiinize outdoor surveillance and <br />visibility. Exterior materials and appearance shall be compatible with surrounding buildings: <br />A) Front Facades and Entries. <br />1. Primary entries to residential buildings shall he emphasized through the use of archi <br />tectural features such as porches and roofs; recessions into the facade, or other details <br />that express theimportance of the entrance.. At least. 20 percent of the first floor facade <br />that faces a public :street or sidewalk shall consist of windows and doors. Windows <br />shall be distributed in a more or less even manner. Plans. should avoid placing garage <br />doors and: openings on the front facade of a building. If the garage door or opening is <br />placed on thefront facade, itshallnot.be located on the building's leading: edge facing <br />thestreet, butshall be setback at least six feet from the front line of the building or an <br />approved front yard encroachment (such as a porch, or a deck over a tuck -under ga- <br />rage). <br />2. Primary entriesto nonresidential or mixed -use buildings shall be emphasized <br />through the use of architectural features such as roofs, recessions into the facade, or <br />other details that express the importance of the entrance.. At least U.Q percent of the <br />first floor :facade that faces a public street or sidewalk shall be windows or doors of <br />clear or lightly -tinted glass that allow views into and out of .the building: 'Me windows <br />shall be distributed in a more or less even manner. The use of traditional window di- <br />incnsions and a one -over -one ortwo-over-one sash arrangementis strongly preferred. <br />Buildings shall have entrances to a street or public open space placed no more than. <br />sixty. (60) feet apart. Buildings arestrongly encouraged to use awnings on the front <br />facade, particularly over .the main entry. The awning should be compatible in style,. <br />material and color to the rest of thebuilding; and the width of the awning should fit <br />the geometry- of the building facade. There inay be signage'on the end panel or front <br />valance of an awning, proportionalto the space .available. The installation of the awn, <br />ing should not hide any architectural detail or character featuresof the building. <br />B) Side and Rear Facades. The exterior materials and appearance of the rear and side -walls <br />of any building shall he similar to and compatible with the front of the building. Where the <br />facadeis visible from a public .street of right -of -Way ot any residential district and concrete - <br />block construction is used, the facade shall use integrally colored block or textured. block,. <br />Any exterior building Wall adjacent to or visible from a public :street, public open space, or <br />abutting property may: not exceed sixty feet (60') in length without significant visual relief. <br />consisting of one or more of the following: <br />1.
