Gem Lake <br />Planning Commission Meeting <br />May 5, 2009 <br />Page Two <br />descriptions. This is a form based result. Rafferty stated that it's been the <br />Planning Commission intent since Mark Putman's plan to work with a form based. <br />plan. <br />Trevor presented an }lour and half presentation describing the Gem Lake <br />Gateway District - Section Nine (9) plan. Trevor stated that there was some <br />changes in the language of the plan since what everyone received via email <br />yesterday, May 4, 2009. Trevor displayed a map showing the various areas of <br />Gem Lake used for residential and commercial properties. Trevor also had. <br />diagrams showing with pictures of the various residential, commercial streets, <br />parking during the presentation. Current handouts were also available. <br />PUBLIC DISCUSSION <br />Comprehensive. Plan - Will it be approved on May 19, 2009? The answer was. <br />no as they have until June 1, 2009 to complete the plan by August, 2009.. <br />Neighborhood General - With what Trevor had in his presentation, there was to <br />some degree of commercial usage, by small retail that the person can live <br />upstairs of the shop. That hasn't happened since the 1.940's or 1950's on Grand <br />Avenue, Snelling, St. Clair, east side of St. Paul. Those kinds of usage are non- <br />existent. They are being re -developed and there is not a market for that <br />anymore. Pages 21 and 23 there is reference by diagram of what is considered <br />to be office service, some retail along the front of the East. side .drive. There is <br />some conflict with respect to the Gateway Ordinance and Section Nine (9) that <br />was discussed this evening to some degree. <br />Also there is no provision for any office use, commercial use, office service use, <br />retail use. Our present LDB zoning district is far superior for potential <br />development of our property units. LDB use allows for office use, office service, <br />sports facilities and banks via a special use permit. Under this definition, does <br />not allow any kind of commercial use or office use except for possibly opening up <br />a shoe store. Trevor responded that it is not a definition, it is a summary. What <br />was put in there was requested by the Planning Commission. What goes in the <br />sub -zone was in the diagrams that was presented. The Council has not put this. <br />in stone. It shows what is possible on the plan. <br />There is a reference to the convenience shopping and personal needs would <br />make the public believe that he commercial office usage is greater in number <br />three (3) as Neighborhood General.
