• Gem Lake City. Council Meeting <br />Page2of5 <br />Resolution 2011-02: Appointing Faith Kuny as the new Planning Commission Chair. It <br />was suggested for Faith to attend the Land Use Issues workshop and VLAWMO has <br />some teaching workshops. Upon motion by Councilmember Artig-Swomley and <br />seconded by Councilmember Lindner, Resolution 2011-02 appointing Faith Kuny as <br />Planning Commission Chair passes. Ayes - 5, Nays — 0. <br />Gem Lake Scholarship — 2011: There were four applications submitted for the. <br />scholarships. The White Bear Lake High School needs to know the name of the student <br />by May 6, 2011. The council will review the applications and make their decision at the <br />Workshop on May 2"d. The scholarship is for $500. Because there are four <br />applications for 2011,.it was discussed by the council to maybe have two scholarships <br />this year. The funds for the scholarship are determined on how much money Gem Lake <br />has from charitable gambling receipts throughout the year. <br />Claims for April: The bills for April were discussed and authorized to pay. <br />Councilmember Rasmussen asked about the Fed-Ex/Kinko's bill and Councilmember <br />Artig-5womley stated that charge was for the printing of the newsletter each month. <br />Mayor Uzpen discussed the charges increasing from White Bear Township due to no <br />administrative assistant support for Gem Lake through Ramsey County. Upon motion by <br />Councilmember Lindner and seconded by Councilmember Bosak, motion passes. <br />Ayes-5, Nays-0. <br />Monthly Financial Reports: The City Council received and reviewed the report. Mayor <br />Uzpen stated the city is in good shape, but wants to move money out of the checking <br />account and invest it for a higher percentage rate. Currently the percentage rate is 2,2 <br />in the checking account. <br />Planning Commission Policy and Procedures: The City Council reviewed the <br />revised Planning Commission Policy and Procedures. Upon motion by Counciimember <br />Artig-Swomley and seconded by Councilmember Lindner, the revised Planning <br />Commission Policy and Procedures were approved. <br />Ayes 5, Nays-0. <br />OPEN ITEMS FROM THE CITY COUNCIL <br />Councilmember Lindner attended the. Technical Commission meeting at VLAWMO. He <br />also plans to attend the May meeting. He will be revising the Gem Lake report. <br />Councilmember Rasmussen mentioned that the Tom Hanson field is being plowed for <br />vegetable gardens. If it is being used as farmland, the taxes will go down from $24,000 <br />a year to $1,000 a year. This land is under the Gateway Ordinance and farming is not <br />in the Ordinance. Councilmember Lindner suggested holding a Public Hearing to hear <br />feedback from the residents on how they feel about this. City Attorney Trevor Oliver <br />discussed the different ways to approach this issue. One approach would be issuing a <br />Look for us:on the World Wide Web at gcrnlakernn.org <br />
