Gem Lake City Council Meeting Page 2 of 5 Newsletter: Councilmember Artig-Swomley has been trying to interview the leaders of families that are gardening the Hansen fields for the newsletter but has not been able to be in contact with them. Mayor Uzpen suggested sending a note. Mayor Uzpen received a report from the Sheriff's department containing the rough draft of their 2012 budget and shows what Gem Lake pays the Sherriff per month. .Another item would be the outcome of the Overlay from the City Council meeting. In addition, Mayor Uzpen suggested writing an article regarding leaf clean up and not putting them into the street. City Attorney Trevor Oliver suggested having a meeting with the citizens of Gem Lake to see what they want happen with the Gateway District. It could be held at a City Council Workshop, City Council meeting, or both so everyone could attend. Mayor Uzpen suggested the 2012 fees, authorizing administrative procedures for expenses and passing the 2012 budget be discussed at a Public Hearing for the November City Council meeting. PUBLIC HEARING None NEW BUSINESS Resolution 2011-06 Sewer Certification: This is for the sewer delinquent accounts that will go on the owner's property taxes. Upon motion by Councilmember Artig-Swomley and seconded by Councilmember Bosak, Resolution 2011-06 passes. Ayes — 4, Nays — 0. Resolution 2011-07 Fire Inspection Certification: This is for businesses only in the City of Gem Lake from 2010 or prior. Upon motion by Councilmember Lindner and seconded by Councilmember Artig-Swomley; Resolution 2011-07 passes. Ayes - 4, Nays -- 0. Resolution 2011-08 Septic System Certification: The Resolution was discussed and upon motion by Councilmember Bosak and seconded by Councilmember Lindner, Resolution 201 1-. 08 passes. Ayes — 4, Nays — 0. Hansen LLC Applications for Overlay District Zoning Request Application: Hansen Investment LLC is requesting that their property be zoned under the Garden Overlay zoning, Attorney Oliver said that the Garden District Overlay lapses after a certain amount of time if not used. If the land were sold, the Garden District Overlay would expire and go back to the original zoning. Upon motion by Councilmember Lindner and seconded by Councilmember Bosak, the Hansen Investments LLC application to rezone property to Garden Overlay District was approved. Ayes — 4, Nays — 0. Mayor Uzpen feels the way the Ordinance is written that the property today is out of compliance. The council agreed that a letter should be sent stating what is required for next. year.
