Gem Lake City Council Meeting <br />Page 3 of 5 <br />Interim Use . Permit Application for 2011: Upon motion by Councilmember Artig-Swomley <br />and seconded by Councilmember Lindner, the application from Hansen investments LLC for <br />an Interim Use Permit for 2011. This Interim Use Permit will need to be renewed in 2012. <br />Ayes -- 4, Nays 0. <br />Mayor Uzpen stated that Mr. Hansen paid the fees and escrow. When all the bills are turned <br />in and paid, any escrow left will be sent back to Mr. Hansen. <br />Tangwell/Larkin Discussion: Mayor Uzpen sent the email from the Prosecutor to the council <br />members and Mayor Uzpen has a meeting on Friday with Mike Johnson, Inspector, and Bill <br />Short from White Bear Township, and Rob Olson regarding this case. Bill Short received an <br />email from Rob Olson and Mr. Olson wants this meeting. At this time, the lake is high and put <br />some of his property under water and the City Council approved the permit after the fact. Both <br />property owners filled in wetlands and Christine Jensen from VLAWMO did the inspection on <br />the land. The Ordinance was violated and when City Council requested them to fix the <br />property, nothing was done. Attorney Oliver feels this is a state law violation. The City <br />Council needs to be clear on what was done to the properties. The council agrees and feels. <br />these needs to be pursued and move forward. <br />Claims for September: The claims for September were discussed and authorized to pay. <br />Mayor Uzpen stated a check was written to Wells Fargo for investment purposes. Upon <br />motion by Councilmember Artig-Swomley and seconded by Councilmember Bosak, motion <br />passes. Ayes -- 4, Nays-- 0.. <br />Monthly Financial Reports: The. City Council received and reviewed the report. No questions <br />were asked from the council. <br />PRESENTATIONS FROM THE PUBLIC <br />None <br />OPEN ITEMS FROM THE CITY COUNCIL. <br />Councilmember Bosak wants to request a deer hunt as he feels there are too many deer in the <br />City of Gem Lake. Mayor Uzpen read the Hunting Ordinance stating that the City Council may <br />issue the permits and such permits shall only be issued to individuals participating in a hunt <br />organized by either Ramsey County or Minnesota Department of Natural. Resources. Said <br />permits shall be issued only during the appropriate season. Hunting permit granted under this <br />paragraph shall only authorize a discharge of firearms or use of bow and arrow on a specified <br />parcel of property of five acres or larger. :The permit should only be issued when the <br />individual or the entity organizing the hunt produces written consent to hunt on the land from <br />the property owner or on a form approved by the City. The permit is for three weeks and has <br />to be issued from the City Council. Councilmember Bosak would like Ramsey County to be <br />involved. Councilmember Artig-Swomley suggested revisiting this Ordinance and making a <br />few changes.
