Gem Lake City Council Meeting <br />Page 3 of 5 <br />Monthly Financial Reports: The City Council received and reviewed the report: Mayor <br />Uzpen stated the City received more money from property taxes. There were no questions <br />from the City Council.. <br />Hansen LLC Requests for Development Meeting: Mr. Hansen has requested an informal <br />meeting with the City Council at the January or February workshop to discuss development in <br />Gem Lake. City Attorney Trevor Oliver stated that two people from the Planning Commission <br />and two people from the City Council should attend this meeting. Mayor Uzpen and <br />Councilmember Artig-Swomley would represent the. City Council and Chairperson Faith Kuny <br />would represent the Planning Commission. Also included in this meeting would be Tom <br />Riedesel and Bill Short from White. Bear Township, City Attorney Trevor Oliver and Justin <br />Giese from SEH if necessary. Mayor Uzpen will send an email to Tom Riedesel to see what <br />dates work for the Township. <br />PRESENTATIONS FROM THE PUBLIC <br />Justin Giese from SEH explained there are some issues with Excel Energy. Excel was making <br />some repairs and underground cable on the corner of Little Fox and. Big Fox. There is an <br />easement 10 feet beyond the right-of-way for utilities and the homeowner came out and tried <br />to halt their work stating that they were on private property. SEH has had discussions back <br />and forth asking Excel to prove where they placed the utility and was it within the easement or <br />within the street right-of-way. The EIS mapping system SEH uses which shows the <br />easements and the roadways, but the roadways are not necessarily centered in the right-of- <br />way. For a contractor to measure 20 feet off the edge of the roadway and determine where <br />the easement is, it is not necessarily the correct way to do it. Excel has been reluctant to show <br />SEH where their utilities are suppose to be. Justin is asking for guidance from Mayor Uzpen <br />and Attorney Oliver how to proceed in the future with Excel. Mayor Uzpen has asked Excel to <br />survey Little Fox Road and Big Fox Road. <br />Attorney Oliver stated that there is an Ordinance that was done in regards to this about two <br />years ago, Attorney Oliver will look further into this. <br />Mayor Uzpen asked Attorney Oliver if Gem Lake should have a letter to give out to. Excel when <br />they are getting a permit. <br />La Roma. Restaurant: The owners had some questions regarding their licenses. Mayor <br />Uzpen explained to the owners that they need to have the fire inspection completed and that <br />there were "fixes" to the building that needed :to be done, Once everything is completed and <br />signed off from the State, Health Department and. Fire Marshall, and re -inspected by the city <br />inspector, then Mayor Uzpen will sign the Zoning Compliance Permit and they can pay for their <br />permits at that time and receive their business license. <br />Country Lounge Renew 2012 On -Sale Liquor -Tobacco -Charity Licenses: The City <br />Council viewed the paperwork and everything was in order. Upon motion by Councilmember <br />Bosak and seconded by Councilmember Artig-Swomley, On -Sale Liquor/Tobacco and Charity <br />licenses for 2012 passes.
