City Council discussed the fee schedule at the November <br />Workshop. Gardening fee will be $100 for the second year going forward. In addition, <br />there was a fee instituted for commercial paving. Councilmember Artig-Swomley stated <br />she was not at the Workshop and had a question on the Gardening fee. The City <br />Council will vote on it tonight and then discuss the fee further at the December <br />Workshop. <br />Public Hearing opened at 7:15 p.m. <br />No comments from the public. <br />Public Hearing closed at 7:16 p.m. <br />Upon motion by Councilmember Bosak and seconded by Councilmember Rasmussen, <br />2013 Fee Schedule has been approved. Ayes — 5, Nays — 0. <br />Resolution 2012-15 City of Gem Lake 2013 Budget: Tom Kelly from White Bear <br />Township, Treasurer for the City of Gem Lake presented with handouts to the City <br />Council the budget for 2013. Mr. Kelly stated that the budget has not changed much for <br />2013...Mr. Kelly looked at what the City spent in 2012 and the last two years. Mr. Kelly <br />explained the 2013 property tax levy of $368,994. Total budget for the City is $557,493 <br />in total expenditures for all funds. There is no Park Fund expenditure due to no parks in <br />the City. General Fund is at $311,344; biggest fund is for administrative services, and <br />Public Works. <br />Property values are still decreasing which will affect the amount of taxes paid. The. <br />trend is that by 2014 you will see an increase or the real estate market will stay flat. <br />The budget is a 10% decrease from 2012. <br />Public Hearing opened at 7:42 p.m. <br />Mr. Bolfing wanted Mr. Kelly to explain the debt levy for Heritage Hall. Mr. Kelly <br />:explained the City of Gem Lake has three different payments that it makes. The debt on <br />Heritage Hall was a levy. The levy in 2007 was for the Capital Improvement Bond to <br />construct the building and has a principal and interest payment for 2012.
