We began our analysis with a significant amount of familiarity with the area and the intersections being studied as a result of previous County Road E corridor studies which we conducted for the City of Vadnais Heights. As with similar studies which we conduct for other communities, our analysis is carried out with the objective of providing the City staff, commissions and councils with the traffic information needed to assist in the decision making process. We prefer to provide a somewhat conservative (worst case) analysis, as in the case of both the. County Road E Corridor Study and the. I-35E Corridor Study, which both assumed full development of buildable properties within a 20 to 25 year timeframe. Now that a specific proposal is before the City, our role has taken on more of a review function. This requires that we review and respond to the developer's site plan and traffic impact study, relate these to our past analyses, and provide guidanceto the developer as to what consists of an appropriate, accurate and complete study. Furthermore, as with any city staff, it is generally our role to provide the developer's traffic engineer with the results of prior analyses in the area, as well as with the assumptions that were used in those analyses. In this situation, it is then up to the developer's traffic engineers to decide if they agree with the prior assumptions. If the developer disagrees with our assumptions or the results of our analyses, it is up to them to prove or justify otherwise.
