Memorandum <br />May 19, 1994 <br />Page 4 <br />peak hour. If the amount of cross -over traffic between the Wal-Mart and Fontana sites is greater <br />than our estimate, we do not anticipate that this will cause a worse level of service. The <br />southbound through traffic will have a substantial amount of green signal time to cross the <br />intersection while the southbound left turns are taking place. <br />Likewise, the northbound through movements will also have their own green time to cross the <br />intersection while the heavy northbound right turn movement is taking place. The northbound <br />through movements will reduce the amount of right -turn -on -red movements by cutting off access <br />to the outside right turn lane. The extreme curve of the Wal-Mart driveway just inside the site <br />makes this somewhat difficult to correct, but it is possible to solve this problem when the outlots <br />along the east side of the site are proposed for development At that time, the outlot(s) could <br />be modified slightly to allow extending the widened portion of the driveway to the south. This. <br />would allow drivers to get into the outside right turn lane sooner, where they would have a <br />better chance of making a right -turn -on -red without being blocked by the through movements <br />which need towait for the green light. <br />Fontana Square 1996 Analysis <br />The traffic analysis provided by Fontana analyzes the scenario required for the environmental <br />assessment worksheet (EAW), which is the timeframe of one year after development of the <br />project. In this case that is estimated at 1996. The analysis therefore must include existing <br />traffic, projected traffic resulting from approved development in the vicinity, and projected traffic <br />fromthe proposed. project. This is the scenario provided in the May 11 memo from BIKO <br />Associates. We did not ask the developer to provide a 20-year forecast because this has been <br />completed in the studies described above. <br />We have reviewed the assumptions and the analysis provided in the BIKO Associates report as <br />well as previously prepared Highway Capacity Manual Intersection Summary worksheets to <br />determine whether there are any concerns with the analysis. Our only concern is that it appears <br />there has been some double counting of the cross -over trips between the Wal-Mart Site and the <br />Fontana Square site, resulting in a volume of trips •entering and exiting the site which is <br />approximately 140 cars higher than the trip generation in the p.m. peak hour. We expected that <br />the cross -over traffic would reduce the amount of other movements of traffic entering and <br />exiting the site rather than leaving them the same. Since the method used by BIKO Associates <br />provides for a worst case situation for the 1996 scenario we do not recommend reanalyzing these <br />figures. <br />Level of Service Analysis <br />A level of service (LOS) analysis identifies the relationship between the amount of traffic and <br />the number of lanes at an intersection. Another important factor is the volumes of the "critical <br />movements," which are those, movements which cannot occur at the same time. For example, <br />westbound left turn movements and eastbound through movements cannot occur at the same <br />time. <br />The type of traffic control is another factor in the LOS analysis. Two-way stop control, four-way <br />stop control and signalization require different types of analysis. <br />
