Enlarge the market area <br />through aggressive marketing of a limited resource -- the freeway <br />interchange. <br />Define areas appropriate for various types of uses so as to be flexible <br />without compromising the integrity of the Study Area. Formulate and <br />retain alternative concept plans for the Study Area. <br />Identify sites of adequate size and location for those uses defined as <br />possible or probable. Continue to assume the development of the <br />previously --proposed restaurant -motel --athletic club complex on the DeCoster <br />site. <br />Plan to locate east of I-35E those uses which have Nigher needs for traf- <br />fic flow and visibility. <br />Encourage a major developer to take advantage of the fact that a large, <br />unencumbered sib may be assembled in either of the western quadrants <br />thereby allowing the creation of an entirely new environment and possibly <br />"forcin'g" the market. "Make no small plans" for these quadrants. <br />Respond to desirable development proposals with appropriate city par- <br />ticipation in roadways, utilities, and/or financial participation (tax <br />increment financing or industrial revenue bonds). <br />Goal C: Provide Adequate Site Access and Circulation. <br />Objective'C--1: Define a favored alignment for the extension of Arcade Street to County <br />Road E (southwest quadrant). <br />Objective C-2: Work with affected landowners to restudy access to the southeast quadrant. <br />Objective C-3: Examine alternative means of access to the northern portion of the north- <br />west quadrant which are compatible with alternative land use plans. <br />i <br />1 <br />1 <br />f <br />f <br />
