SK/s/i'n_iGoals anObjectives of the Vadnais Center Plan <br />Goal A: Maximize development quality and intensity. <br />Objective <br />A-1: Adopt a. plan which clearly states the City intentions. <br />Objective A-2: <br />Objective A-3: <br />Objective A-4: <br />Objective A-5: <br />Objective A-6: <br />Objective <br />Define a range of acceptable -development scenarios, indicate essential <br />criteria (e.g., collector road alignments), yet clearly state what will <br />not be acceptable to the City. <br />Promote through marketing and site plan review mixed -use developments, <br />shared access and parking, and innovative design. <br />Encourage plans which integrate rather than fragment development so that <br />the Study Area appears unified, internally compatible, and aesthetically <br />pleasing. Guide building massing, open space and landscaping, access and <br />parking, and signage to achieve this objective. <br />Maximize the potential of the Study Area by planning land uses in a <br />hierarchy which takes into account access, visiblity, site size, and adja- <br />cent land development. <br />Discourage development parcels from being unduly compromised by the appro- <br />val of buildings which interfere with traffic access or break parcels into <br />less than optimal sizes or shapes. <br />A-7: If public assistance is provided to make a private investment feasible, <br />ensure that the development meets high standards of design quality, <br />investment level, and job creation. <br />
