Guide building massing, open space and landscaping, access and <br />parking, and signage to achieve this objective. <br />Maximize the potential of the Study Area by planning land uses in a <br />hierarchy which takes into account access, visiblity, site size, and adja- <br />cent land development. <br />Discourage development parcels from being unduly compromised by the appro- <br />val of buildings which interfere with traffic access or break parcels into <br />less than optimal sizes or shapes. <br />A-7: If public assistance is provided to make a private investment feasible, <br />ensure that the development meets high standards of design quality, <br />investment level, and job creation. <br />
