VADNAIS CITY CENTER <br />GOALS AND OBJECTIVES <br />as revised on <br />May 17, 1994 <br />Goal A: To develop a combination of public and private land <br />uses and services which will become an identifiable <br />community "downtown". <br />Objective A- 1:. <br />Objective A-2: <br />Objective A-3: <br />Objective A-4: <br />To adopt a plan which clearly states the City's intentions. <br />Define a range of acceptable development scenarios, that indicate <br />essential development criteria.(i.e., compliance with the <br />Comprehensive Plan and zoning standards) and that indicate what <br />uses or designs that are deemed inappropriate. <br />Promote mixed -use developments, shared access and parking, and <br />innovative design. <br />Plans shall consider alternative transportation options, park <br />and ride locations; and possible light rail use of the Centerville <br />tracks. <br />Objective A-5: To promote pedestrian and bikeway movement, with wide areas <br />in front of buildings, and with strong connections to any walk- <br />ways and trails in the Vadnais City Center and surrounding <br />neigh borhoods. <br />Objective A-6: <br />Objective A-7: <br />Objective A-8: <br />Encourage plans which integrate rather than fragment development <br />so that the Vadnais City Center appears unified, internally compatible, <br />and aesthetically pleasing. Guide building massing, open space and <br />landscaping, access and parking, and signage to achieve this objective. <br />Maximize the potential of the Vadnais City Center by taking into <br />account access, visibility, site size, and adjacent land development. <br />Where development will directly impact existing residential and other <br />land uses and present quality of life; additional buffering and distance <br />separation will be required to minimize negative impacts of, including <br />but not limited to, noise, lights, visual features, and odors. <br />
