Develop and administer a risk managementservices program; <br />B. Prevent or lessen the frequency and severity of losses occurring in the operation f member <br />funexions; <br />C Defend and protect, in accordance witi3 this agreement, bylaws and coverage cots, any <br />member against stated liability or loss; <br />D. Provide a mechanism for the delivery of employee bereft including„ but not ; ed to group <br />health insura:tcey.and <br />E.
