BADGES IN BUSINESS Joshua Bunker, Community Services Specialist, MN Department of Liquor Control, explained the. Badges In Business Program, which will be an attempt to reduce underage access to alcoholic beverages by placing plain -clothes officers in liquor stores, acting as employees, The program is new to Minnesota in 1994, and will be funded by a grant from the National Highway Traffic Safety Administration. Ten Thousand Dollars in grant money is available to the contract communities to pay for the Officer's time while working in the program. There will be no cost to the Cities and Town except for attorney / court time, which could result from contested arrests. The program works in three phases. The first phase is an initial survey of sell -rates to underage purchasers by on and off -sale businesses. During the second phase, a Ramsey County Deputy and a Community Services Specialist will pose as store employees. A portion of the program is also planned for secondary sales, where purchases are made and re -sold or given to minors. The third phase is a post - program survey, to determine if there has been any change. Media releases and other efforts are planned to increase community awareness of the problems involved with youth access to alcohol. Warning posters and signs, stating that an officer may be present. in the store and arrests will occur if underage purchases are attempted, will also be displayed by the participating businesses. No action is planned against the establishment as a result of the survey. It was noted that the program was started in St. Cloud, where survey results showed alcohol sales to 75% of the minors attempting to purchase. 1
