He will provide written information with regard to the program to Hanson, who will forward it to the other communities. SMART VAN DEPLOYMENT POLICY Shanley noted that the SMART Van has been working well, and has received favorable citizen comments. However, statistic generation has become time consuming. He is rec❑mmending that statistics be run only in areas where there is a specific concern. The Group agreed with his proposal and will inform Bergeron when a report is requested. The Group also asked that a report, indicating where the unit has been used, be prepared on a quarterly basis. ANIMAL CONTROL SERVICES Schwerm reported that he will present a letter to the Shoreview City Council during their first meeting in June, which will provide 90-day written notification of contract cancellation to Animal. Control & Management. At that time be will also recommend contracting with Rick Ruzicka, Animal Control Services, Inc, He rioted that Shoreview feels they are not getting the quality service and the overall commitment and level of expertise they deserve. Little Canada and Vadnais Heights are also ready to make the change t❑ ACST. It is expected that service with the new provider will begin in October. Short reported that he is waiting for a proposal fr❑m ACS1 to use the kennel located next to the Township Offices. This will be discussed at the Town Board meeting on May 23. CURFEW ORDINANCE Bergeron explained an effort to create a common, uniform minor curfew ordinance for the seven -county area. He would like to see a uniform ordinance for each of the Contract Group Communities. He noted that Little Canada and Vadnais Heights use "Under 18", while most other communities use "Under 16", for curfew ages. He encouraged the group members to discuss the proposed county- wide common curfew ordinance with their City Councils/Town Board. A committee has been formed to create a model ordinance. The Group gave their verbal go-ahead to proceed in sharing this common ordinance. Berger❑n explained that phase 1 of the proposal is intended to be strict curfew enforcement, possibly "sweep nights", where juveniles will be detained until parents or guardians pick them up. There is also a proposal to site parents after their child has violated the ordinance for the third time.
