MAY-25-94 WED 14 : 59 WHITE BEAR TOWNSHIP <br />FAX NO, 6124262258 P, 03 <br />Ramsey County Sheriff contract Group Minutes <br />May 19, 1994 <br />Mr. Bunker explained that a resolution to enter into the. <br />contract, or a letter of acceptance, will be required froth Rantsey <br />County and the cities / town, who agree to participate in the <br />program. He will provide written information with regard to the <br />program to Hanson, who will forward it to the other communities. <br />SMART VAN DEPLOYMENT POLICY <br />Shanley noted that the SMART Van has been working well, and has <br />received favorable citizen comments. However, statistic <br />generation has become time consuming. He is rec❑mmending that <br />statistics be run only in areas where there is a specific <br />concern. The Group agreed with his proposal and will inform <br />Bergeron when a report is requested. The Group also asked that <br />a report, indicating where the unit has been used, be prepared <br />on a quarterly basis. <br />ANIMAL CONTROL SERVICES <br />Schwerm reported that he will present a letter to the Shoreview <br />City Council during their first meeting in June, which will <br />provide 90-day written notification of contract cancellation to <br />Animal. Control & Management. At that time be will also recommend <br />contracting with Rick Ruzicka, Animal Control Services, Inc, He <br />rioted that Shoreview feels they are not getting the quality <br />service and the overall commitment and level of expertise they <br />deserve. Little Canada and Vadnais Heights are also ready to <br />make the change t❑ ACST. It is expected that service with the <br />new provider will begin in October. Short reported that he is <br />waiting for a proposal fr❑m ACS1 to use the kennel located next <br />to the Township Offices. This will be discussed at the Town <br />Board meeting on May 23. <br />CURFEW ORDINANCE <br />Bergeron explained an effort to create a common, uniform minor <br />curfew ordinance for the seven -county area. He would like to see <br />a uniform ordinance for each of the Contract Group Communities. <br />He noted that Little Canada and Vadnais Heights use "Under 18", <br />while most other communities use "Under 16", for curfew ages. <br />He encouraged the group members to discuss the proposed county- <br />wide common curfew ordinance with their City Councils/Town <br />Board. A committee has been formed to create a model ordinance. <br />The Group gave their verbal go-ahead to proceed in sharing this <br />common ordinance. Berger❑n explained that phase 1 of the <br />proposal is intended to be strict curfew enforcement, possibly <br />"sweep nights", where juveniles will be detained until parents or <br />guardians pick them up. There is also a proposal to site parents <br />after their child has violated the ordinance for the third time. <br />
