City of Gem Lake City Council meeting minutes April 16, 2019 Page 1 <br /> <br />City of Gem Lake <br /> City Council Meeting – April 16, 2019 <br />Meeting Minutes <br /> <br />Acting Mayor Gretchen Artig-Swomley called the meeting to order at 7:00 p.m. Councilmembers Cacioppo, <br />Kuny and Lindner were present. Mayor Uzpen was absent (excused). Others in attendance: City Engineer <br />Justin Gese. <br /> <br />April 16, 2019, Agenda <br />A motion was made by Councilmember Lindner to add to the agenda, 4140 Otter Lake Road and MNTAP <br />Intern, seconded by Councilmember Cacioppo. A motion was made by Councilmember Lindner, <br />seconded by Councilmember Cacioppo to approve the agenda with changes, motion passed. Agenda <br />approved. <br /> <br />Minutes <br />A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve the <br />March 19, City Council minutes. Motion passes, minutes approved. <br /> <br /> <br />Newsletter <br />Water Gremlin article, 2019 Scholarship Awards, Snow removal article. <br /> <br />New Business <br /> <br />Brian Hansen, Garden Permit – Gem Lake Gardens County Road E <br />A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve the <br />Garden Permit for Gem Lake Gardens. Motion passed, permit approved. <br /> <br />Resolution 2019-04 Adjust Interest Rate on Scheuneman Road bond <br />A motion was made by Councilmember Cacioppo, seconded by Councilmember Lindner to approve <br />Resolution 2019-04 Adjust interest rate on Scheuneman Road bond. Motion passed, Bond Rate <br />adjusted. <br /> <br />Resolution 2019-03 2019 Scholarship Award <br />A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve <br />$1000.00 scholarships to E. Marier, M. Pratt and I. Tessier. Motion passed, scholarships approved. <br /> <br />New Letterhead Design <br />Tabled to May, 2019, City Council meeting. <br /> <br />Approve Oswald Sale of Property to Luther Group and changes to the Land Use Ordinance <br />A motion was made by Councilmember Linder, second by Councilmember Cacioppo to approve the sale <br />of the Oswald property at 3516 Highway 61, Gem Lake, to The Luther Company, LLLP, and add the <br />following wording to the ordinance #131, Consolidated Land Use Ordinance, Section 9.65, “When an <br />approved use in an abutting community is proposed to expand into Gem Lake, that use shall be <br />considered a Conditional Use in Gem Lake. Use is limited to: automotive dealerships. Abutting
