City of Gem Lake City Council meeting minutes April 16, 2019 Page 2 <br /> <br />property shall not be separated by a railroad or public right of way.” Motion passes, wording and sale <br />approved. <br /> <br />S.E.H. Report on Water Issues on Scheuneman Road in the Residential Area <br />City Engineer Justin Gese reported on localized flooding that occurred on Scheuneman Road in the <br />residential area this spring. Gave three options to address the flooding, in addition to adding culvert <br />inspections as part of the MS4. Council discussed whom is responsible for culverts, an article in the <br />newsletter about culverts and snow removal disposal. Discussed possible town hall meeting about <br />flooding. <br /> <br />Agreement for Post Issuance Debt Compliance Policy and Procedures – Ehlers SEC Requirement <br />A motion was made by Councilmember Cacioppo, seconded by Councilmember Linder to pass the <br />Agreement for Post Issuance Debt Compliance Policy and Procedure. Motion passed, agreement signed. <br /> <br />Claims <br />A motion was made by Councilmember Cacioppo, seconded by Councilmember Lindner to approve the <br />claims to April, 2019. Motion passes, claims approved. <br /> <br />Open Items for the Councilmembers to bring up <br />4140 Scheuneman Road. The council discussed clarification of the wording on the invoice for 4140 Otter <br />Lake Road, hook up to the manhole, discussing condemnation of the property and informing neighbors <br />about the failing septic. Councilmember Linder made a motion, seconded by Councilmember Kuny to <br />clarify the language in the Gem Lake Invoice dated December 12, 2018. The fee to connect to the sewer <br />(the connection fee) is referred to as the “sewer assessment from 2004” and “road construction 2004” <br />collectively. The council agreed to continue with prosecution. Council agreed to have Mayor Uzpen <br />contact City Attorney to clarify condemnation procedures. Motion passed. <br /> <br />Discussed Water Gremlin emissions, well testing, ground water testing and penalties, article in <br />newsletter to explain in more detail. <br /> <br />Discussed MNTAP intern housing for Water Gremlin project, agreed that if no other location for housing <br />of the intern is available, intern can be housed at City Hall during regular business hours. <br /> <br />Next Meetings/Workshop <br />April 8, 2019, workshop cancelled. <br /> <br />Adjournment <br />Being there no further business, following a motion from Councilmember Lindner, seconded by <br />Councilmember Cacioppo, the meeting adjourned at 8:21 p.m. <br /> <br />Respectfully submitted, Gloria Tessier.
