<br />Meeting Minutes

<br />Acting Mayor Uzpen called the meeting to order at 7:00 p.m. Councilmembers Artig-Swomley, Cacioppo,
<br />Kuny and Lindner were present. Others in attendance: City Attorney Patrick Kelly,
<br />Residents/Students/Planning Commission Members: Laurel Amlee, Kyleigh Bacon, Rick Bosak, Carter Collins,
<br />Don Cummings, Hannah Ertle, Bill Flaspeter, Kaylee Gilbert, Lauren Jurek, Dan and Mary Jane Marier and
<br />Grant Miller.

<br />A motion was made by Councilmember Cacioppo to add to the agenda, The Luther Company, LLLP,
<br />Conditional Use Permit, Variance for Set Backs and VLAWMO JPA Amendment for Insurance Change,
<br />seconded by Councilmember Lindner. A motion was made by Councilmember Cacioppo, seconded by
<br />Councilmember Lindner to approve the agenda with changes, motion passed. Agenda approved.

<br />A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve the
<br />April 16, 2019, City Council minutes. Mayor Uzpen abstains. Motion passes, minutes approved.

<br />Newsletter
<br />Set to print June/July, The Luther Company, LLLP, new Planning Commission members, recycling report,
<br />False Alarms, Tree Trust – Water Gremlin fund allocation.

<br />New Business
<br />
<br />The Luther Company, LLLP, Conditional Use Permit and Variance for Set Backs
<br />A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Linder to approve
<br />the Conditional Use Permit with the additional of a developer’s agreement for the road. Motion
<br />passed, a voice vote taken, all members voted yes, The Luther Company, LLLP, C.U.P. with developer’s
<br />agreement added and Variance for Set Backs approved.

<br />JPA VLAWMO Amendment for Insurance Change
<br />VLAWMO would like amend their 2017 JPA with their partner cities to allow for the organization to
<br />apply for insurance coverage with the League of Minnesota Cities. By making this change VLAWMO will
<br />save about 20% and have better coverage. A motion was made by Councilmember Artig-Swomley,
<br />seconded by Councilmember Cacioppo to approve the amendment to the JPA. Motion passed, JPA
<br />amendment approved.

<br />$2.00/hour raise for City Support Staff
<br />The City Support Staff’s job duties have increased with staff now in the role of the Acting City Clerk.
<br />Therefore a change in salary should be made. A motion was made by Councilmember Cacioppo,
<br />seconded by Councilmember Artig-Swomley to raise the city support staff salary $2.00/hour. Motion
<br />passes, voice vote taken, all members voted yes, raise approved.
