City of Gem Lake City Council meeting minutes May 21, 2019 Page 2 <br /> <br />Dan Marier, 40XX Scheuneman Road <br />In 2001, City Staff approved a 1,350 square foot pole barn for the Marier property. Observations were <br />made recently that Mr. Marier has added to this pole barn without a permit. Since 2001 another <br />garage has been added to the property. Noted: Mr. Marier stated that demolition of a previous garage <br />took place and he had a permit for the new garage. In addition, a complaint was received that Mr. <br />Marier has been driving a golf cart/ATV on city streets. Noted: Mr. Marier states he does not own an <br />ATV, but does have a golf cart he uses for transportation to his rental property to do maintenance at the <br />home. City Attorney Kelly suggested that the council recommend having the building inspector check <br />the property records and assimilate a report on the property to present to the council. A motion was <br />made by Councilmember Artig-Swomley, seconded by Councilmember Linder to direct the building <br />inspector to prepare a report for the council on the property. Motion passed. <br /> <br />Golf cart discussion took place about motorized golf carts, state statutes, and whether they allowed on <br />city streets, they are not. City Attorney will research and look into an ordinance for the city for golf <br />carts. Council agreed a permit would be needed for such. <br /> <br />Water Gremlin Settlement Discussion <br />Tabled for June, 2019, City Council meeting. <br /> <br />Hazard Mitigation Plan <br />Tabled for June, 2019, City Council meeting. <br /> <br />Grass Cutting and Snow Plowing and Heritage Hall – Change of Vendor Request <br />Currently White Bear Township mows the lawn and plows the snow at Heritage Hall. A vendor, <br />Greenline Services submitted a bid for grass cutting for $85.00 per week, currently this is billed at <br />$134.62 per week, with a charge for fertilizer and trimming. Snow plowing from the township averages <br />to $120.00 per week, depending on equipment, personnel, salt etc. Greenline Services would charge a <br />rate depending on the depth of the snow. A motion was made by Councilmember Artig-Swomley, <br />second by Councilmember Lindner to obtain a contract with Greenline Services for grass cutting, snow <br />plowing and clarification on fertilizer application. Services with White Bear Township will end on June <br />28, 2019, and Greenline Services will begin on July 1, 2019. Motion passes. <br /> <br />Appointment for New Planning Commissioners – Resolution 2019-005. <br />A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Linder to approve <br />Laurel Amlee and Don Cummings to the Planning Commission. Motion passed, resolution approved. <br /> <br />JPA discussion with Vadnais Heights on the Luther Project <br />Council discussed a JPA with Vadnais Heights. Agreed to not have a JPA, enter into a developer’s <br />agreement instead. <br /> <br />Claims <br />A motion was made by Councilmember Lindner, seconded by Councilmember Artig-Swomley to approve <br />the claims for May, 2019. Motion passes, claims approved. <br /> <br />
