City of Gem Lake City Council meeting minutes May 21, 2019 Page 3 <br /> <br /> <br />Open Items for the Councilmembers to bring up <br />Discuss a donation the White Bear Lake Food Shelf, summer lunch/backpack program. A motion was <br />made by Councilmember Artig-Swomley, seconded by Councilmember Cacioppo to make a $2,500 <br />donation to the White Bear Lake Food Shelf for the Summer Lunch Backpack program for youth. Motion <br />passed, donation approved. Update on Water Gremlin. They are using a new alterative to TCE, a water <br />based solvent. <br /> <br />Open Items for Public <br />A letter was introduced to the council by Mr. Henry, 12XX Little Fox Lane, in regard to barking dogs on <br />the back corner of his property (Yorkies) and the western edge of his property (German Shepard). City <br />Attorney Kelly will speak to the City Prosecutor about the situation, suggested sending a letter to both <br />residents addressing the matter. Noted that the residents with the yorkies have four dogs, only three <br />dogs are allowed per City Ordinance No. 69, in addition, city ordinance states it is unlawful for any <br />owner or harborer to keep or harbor any animal which barks, howls, or the like continuously for a period <br />of five (5) minutes without a thirty (30) second pause or whose general conduct otherwise creates a <br />nuisance. <br /> <br />Next Meetings/Workshop <br />June 10, 2019, workshop cancelled. <br /> <br />Adjournment <br />Being there no further business, following a motion from Councilmember Artig-Swomley, seconded by <br />Councilmember Lindner, the meeting adjourned at 8:07 p.m. <br /> <br />Respectfully submitted, Gloria Tessier.
