Others in attendance: City Engineer Justin Gese, S.E.H., Greg Anderson, S.E.H., City <br />Attorney Patrick Kelly, Paulina Barcenas, Jennifer and Jasmine Barrett, Janeen Beroon, Tom Bolfing, Rick <br />Bosak, Kenna Bunde, Len Cacioppo, Pete Cremin, Lylah Dixon, Kathi Donahue, Mica DuBois, Andrew <br />Eastman, Paul Emeott, Mike Greenbaum, Mari Gutierrez, Isabel and Windy Her, Sylvia Hutt, Audrey <br />Kirschling, Gordon Kordosky, Yajaira Lunsiqror, Jack Mayeron, Dan Neri, Rich Nordstrom, Daniel <br />Osterkamp, Vanesa Perez, Roberta Pienkta, Kathy Rafferty, Jackson, Rush, Callus C. Serero and Eva <br />Sharot. <br /> <br />January 16, 2018, Agenda <br />A motion was made by Councilmember Lindner, seconded by Councilmember Artig-Swomley to approve <br />the agenda for January 16, 2018, motion passed. Agenda approved. <br /> <br />Minutes <br />Councilmember Artig-Swomley made a motion, seconded by Councilmember Lindner to approve the <br />minutes for December 19, 2017, motion passed. Minutes approved. <br /> <br />Committee Reports <br />No Planning Commission meeting took place in January. <br /> <br />Newsletter <br />Transition to White Bear Police, Mayor year in review, meeting guidelines, appeal for volunteers on <br />planning commission and city council, new art gallery in the business district, issue out early next week, <br />comp plan and new business follow up. <br /> <br />New Business <br /> <br />Feasibility Report/Scheuneman Road (business district) Project – Greg Anderson, S.E.H. <br />Mr. Anderson gave an overview of the Scheuneman Road project. A motion was made by <br />Councilmember Artig-Swomley, seconded by Councilmember Lindner to open the public hearing. <br />Motion passed, the public hearing was opened at 7:20 p.m. Daniel Osterkamp, Summit Mini Storage, <br />$850,000 cost of the project, how many parcels will share the cost of the project? Mr. Anderson – 10 <br />parcels. Mike Greenbaum, NewTrax, inquired about the length of the assessment, stated New Trax <br />property lines have a discrepancy, are smaller than what is stated. Mr. Anderson will follow up on the <br />discrepancy. Mr. Greenbaum stated he didn’t have an objection to the project but needed to know <br />numbers before, $250,000 is a significant number for a non-profit. G & A Colortech: How long will the <br />project be? Mr. Anderson, 3 – 4 months, access would be provided for during the construction period. <br />G & A Colortech: Would the street be closed? Mr. Anderson: The street would be closed for a periods <br />of times, curbs will have to be done in pieces which will take more time. A motion was made by <br />Councilmember Lindner, seconded by Councilmember Artig-Swomley to close the public hearing. <br />Motion passed, public hearing was closed at 7:30 p.m. Council briefly discussed the project. Project will <br />help with storm water, will use existing gravel, new curbs will be done in pieces, project will take longer
