City of Gem Lake City Council meeting minutes June 19, 2018 Page 2 <br /> <br />HyVee Update – Don Waldoch, Property Owner and Mayor Uzpen <br />Mr. Waldoch, owner of 3579, 3585, 3595, 3599 Hoffman Road, 1568 E. County Road E and 3588 <br />Highway 61 North, updated the council on his progress of having a small piece of his property that is in <br />Vadnais Heights annexed to Gem Lake. He agreed to pay Vadnais Heights for the lost tax revenue. Both <br />cities are in agreement to the annexation. Annexation to proceed following Minnesota Statute 414.061. <br /> <br />Mayor Uzpen - City of Gem Lake may have to pay Vadnais Heights legal fees, estimate $3,000-$5,000. <br />July Planning Commission land use ordinance will be updated, will go to the City Council July 10 for a <br />vote, S.E.H. will do a small traffic study on Hoffman Road. A motion was made by Councilmember Artig- <br />Swomley, seconded by Councilmember Kuny to authorize the City Attorney to start the process of <br />annexation with Vadnais Heights, get an estimate on Vadnais Heights’ legal fees for annexation. Voice <br />vote taken, all yes votes. Motion passes. <br /> <br />A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to authorize <br />S.E.H. to conduct a traffic study on Hoffman Road costs not to exceed $900.00. A voice vote was taken, <br />all yes votes. Motion passes. <br /> <br />Resolution 2018-18 Awarding the Sale of Bonds for the Scheuneman Road Project <br />Todd Hagen, Ehlers, provided an overview of the sale report for the bonds for the Scheuneman Road <br />Project. A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Lindner to <br />Award the Sale of the Bonds to the Winning Bidder for the Scheuneman Road Project. A voice vote was <br />taken, all yes. Motion passes, Resolution approved. <br /> <br />Resolution 2018-19 – Amend Land Use Ordinance 131 <br />Tabled. A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Lindner to <br />table the Amendment of the Land Use Ordinance. Motion passes, Resolution tabled. <br /> <br />Elm Trees on Boulevard Discussion <br />Council discussed who is responsible for boulevard or right-of-way trees. Council will gather policies <br />/information from other municipalities, review and develop a city wide policy. <br /> <br />Discussion on City Policy for Special Events <br />A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Cacioppo to <br />approve the special events policy for the City of Gem Lake. Motion passes, Special Events Policy <br />approved. <br /> <br />Claims <br />A motion was made by Councilmember Linder, seconded by Councilmember Artig-Swomley to approve <br />the claims. Motion passes. Claims approved. <br /> <br />Open Items/Residents Comments <br />Joshua Eckton, Honey Bear Meadery, proposed business for 1595 E. County Road E, Gem Lake, <br />presented a proposal for a meadery at 1595 E. County Road E, Gem Lake. The council directed Mr. <br />Eckton to the city planner and to attend the July 9, Planning Commission meeting. Noted that parking <br />for customers will need to be addressed. August Workshop, discuss lessons learned for next <br />development. Ordered a report from S & S Tree to look at the trees at the Villas development, some of
