City of Gem Lake City Council meeting minutes, Tuesday, September 15, 2015 Page 1 <br /> <br />City of Gem Lake <br /> City Council Meeting – Tuesday, September 15, 2015 <br />Meeting Minutes <br /> <br />Acting Mayor Artig-Swomley called the meeting to order at 7:01 p.m. Councilmembers Bosak, Kuny and <br />Lindner were present. Mayor Uzpen was excused. Others in attendance: City Engineer, Justin Gese; <br />City Attorney Patrick Kelly, Gem Lake Planning Commissioner, Beth Herzog, Ramsey County Sheriff Matt <br />Bostrom, Ramsey County Regional Rail Authority representative, Andy Gitzlaff, residents/members of <br />the community; Raleigh Birkebak, Tim Heil, Rick Kohler, Isaac Nelson, Joshua Patrick, Tony Scornavacco, <br />Cindy Scruggs, and Amber Hom, Heather Landserdee, representing Sanibel Dance Company. <br /> <br />September 15, 2015, Agenda <br /> <br />A motion was made by Councilmember Jim Lindner, seconded by Councilmember Bosak to adjust the <br />agenda as follows, move Sheriff Bostrom to before the Committee Reports and noted that no public <br />hearing with regard to the installation of city water in the Hoffman/Scheuneman Road business district <br />would take place during the meeting. Motion passed. <br /> <br />Minutes <br /> <br />A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Lindner to approve <br />the minutes for the Special City Council meeting on August 13, 2015. Motion passed. Councilmember <br />Lindner made a motion, seconded by Councilmember Bosak to approve the minutes for the August 18, <br />2015, City Council meeting, motion passed. <br /> <br />New Business <br /> <br />Sheriff Matt Bostrom updated the council on accomplishments within the Sheriff’s Department. <br />Highlights were: Second Coffee with a Cop, incorporated to build community support, next meeting – <br />October 7, 2:00 – 4:00, Caribou Coffee on 694/Rice Street; turn in prescription drug program, two <br />community drug forums, advancements at the Detention Center; emailing to inmates, “Skype” like <br />communication with inmates and an automated answering phone system, Fright Farm, 501c fund raiser <br />that will take place at the Ramsey County Fair Grounds starting next month. <br /> <br />Justin Gese, S.E.H. gave a brief update on the water project. No changes since the last meeting. <br />Councilmember Lindner made a motion, seconded by Councilmember Bosak to authorize Resolution <br />2015-15, to approve the Hoffman/Scheuneman Road water plan with specifications and authorize <br />advertisement for bids. Voice vote, all yea, motion passed. <br /> <br />Andy Gitzlaff, representing Ramsey County Regional Rail updated the Council on the Rush Line process. <br />The project is in the predevelopment stage. Focusing on downtown St. Paul to Forest Lake. Community <br />meetings will take September 22, 29 and 30th. More information is available at rushline.org <br />Councilmember Lindner made a motion to accept the Transit Study/Tier 2 documents, Councilmember <br />Bosak seconded. Motion passed. <br />
