City of Gem Lake City Council meeting minutes, Tuesday, September 15, 2015 Page 2 <br /> <br />Committee Report – Planning Commission <br /> <br />Beth Herzog, representing the Planning Commission presenting the findings of the Planning Commission <br />meeting on September 1, 2015, with regard to Sanibel Dance. The commission’s recommendation was <br />that the dance portion of the business fit as a recreational activity as part of the ordinance and <br />recommended that Sanibel Dance was considered a permitted use and not an interim use. <br /> <br />Old Business <br /> <br />Newsletter ideas –Sheriff Bostrom update, Rush Line update, water project, fall cleanup, snow plowing, <br />tree trimming. Councilmember Lindner will be adding an article, subject matter to be determined. <br /> <br />Sanibel Dance Studio – approve Interim Use Permit <br /> <br />Councilmember Lindner made a motion, seconded by Councilmember Bosak upon recommendation of <br />the Planning Commission, to return the Interim Use Permit application and funds to Sanibel Dance <br />Studio and recognize Sanibel Dance Studio as a permitted business use and application made as such. <br />Motion passed. <br /> <br />Water Contract with White Bear Lake <br /> <br />Attorney Kelly stated that there is a basic agreement but charges are still being worked on. <br />Councilmember Bosak made a motion, seconded by Councilmember Lindner to table the water contract <br />discussion till the next meeting. Motion passed. <br /> <br />Deer Permit Application(s) <br /> <br />7 Daniels Farm Road – Anthony Scornavacco <br /> <br />After a brief discussion with clarification of deer stands, shooting ranges, properties boundaries <br />explained to hunters and number of hunters, Councilmember Lindner made a motion, seconded by <br />Councilmember Bosak to approve the permit with the following conditions in addition to the additional <br />requirements set forth in the application permit; <br />1. All shots are within thirty yards; <br />2. Field dressing would be totally clean, no animal by-products will be left on the ground/in the <br />area; deer would be removed via a two wheel cart; <br />3. All Bow hunters education certificates would be emailed or dropped off to the City offices by <br />3:00 p.m., Friday, September 18th; <br />4. Mr. Scornavacco would update the Council via email as to the status of hunt proceeds for the <br />October 20th, City Council meeting. <br />5. Neighbors would be kept abreast via email/verbal communication with hunting information. <br />Motion passed. Permit approved. <br />
