They will be required to work a 16-hour shift, they will be trained <br />and they have to be a resident of Gem Lake:. <br />It was suggested doing an article on springtime composting, run-off water and <br />how it affects Gem Lake. In addition, Councilmember Artig-Swomley would like <br />to do an article on the new residents moving into Gem Lake, <br />NEW BUSINESS <br />Audit Report from the Accountants: Tom Kays and Michelle Bruley, CPA's <br />from Larson Allen presented the audit report to the City Council. This is their <br />third year doing the audit. Gem Lake is in 'a very solid financial position. They <br />discussed the handout and answered any questions the City Council had. <br />Newcombe Property Purchase Vote: The special hearing was presented in <br />early March and discussion was heard from the public regarding the sale of the <br />Newcombe property. The Mayor would like a motion to purchase the available <br />property. Upon motion by Councilmember Lindner and seconded by <br />Councilmember Bosak, Tom Kapsonly, a Gem Lake resident was at the meeting <br />and asked that the council have a referendum before that purchase is made. He <br />does not believe that we should have a park; due to Ramsey County has many <br />parks in the area. He would encourage the council to have a referendum vote.. <br />The Mayor asked for vote in favor of purchasing the property. Zero. Opposed, <br />five, The City of Gem Lake will not purchase the Newcombe property. <br />Resolution 2010-05 for Secondary Scholarship: Mayor will be going to the <br />White Bear Lake High School on May 26th to present the scholarship with a letter <br />to a Germ Lake student. The scholarship will be going to Jamie Nadeau for $500. <br />Upon motion by Councilrnember Artig-Swomley and seconded by <br />Councilmember Lindner, motion passes. Ayes — 5, Nays — 0. <br />Resolution 2010-06 for Montessori School: Gem Lake City Attorney Trevor <br />Oliver was present and explained that there is a modification to the loan terms <br />between Premier Bank and the school. There is nine years left on the loan. The <br />city has no responsibility for the loan. Upon motion by Councilmember Artig- <br />Swomley and seconded by Councilmeniber Lindner, The Resolution to amend <br />the loan with Premier Bank has been authorized and seconded. Motion passes. <br />Ayes-- 5, Nays -- 0. <br />Discussion on Tessier Road: There is money in the budget for the road repair. <br />The city will fix the culvert with proper drainage and clean up of the culvert at the <br />end of the road. The garbage trucks and snowplows have done damage on the <br />side of road.
