FEASIBILITY STUDY GEMLK 186534 Page 2 Vadnais Heights has the capacity to meet Gem Lake’s projected water demands and provides a water supply that meets all applicable State, Federal, and Minnesota Department of Health standards. Water quality data was reviewed using the City’s Consumer Confidence Reports (CCRs), which are annual drinking water quality reports required by the U.S. Environmental Protection Agency. Vadnais Heights draws its water from three deep wells, 470–495 feet, tapping the Prairie Du Chien–Jordan and Jordan aquifers, with an additional well available for emergency use. The water is treated with chlorine for disinfection, fluoride for fluoridation, and polyphosphate to control iron and manganese, helping to maintain taste and appearance. The water is not softened and has a hardness of 12 grains per gallon, which is considered hard. 3.1 Little Fox Lane Connection The proposed Little Fox Lane connection will be installed within the western ditch of Labore Road, consisting of a 12-inch ductile iron water main. From there, an 8-inch main will extend across Labore Road to a water meter and manhole, which will be used to monitor usage. Continuing from the meter and manhole, the main will run along the north side of Little Fox Lane to minimize impacts at the Little Fox Lane/Big Fox Road intersection. It will then cross Little Fox Lane, proceed north along the west side of Big Fox Road, and terminate just north of the existing cul-de-sac. The proposed watermain will be installed at a depth of 7.5’ deep and installed approximately 4’ from the edge of the bituminous pavement to again minimize roadway impacts. 3.2 Goose Lake Road Connection The proposed Goose Lake Road connection will be installed within the southern ditch of Goose Lake Road, the water will extend from the same Labore Road future water main extension from The City of Vadnais Heights. The Goose Lake Road extension will consist of a 12-inch HDPE water main which also will be metered through a water meter and manhole. The 12- inch HDPE will extend to the east approximately 3200’. Several 6” lines will serve isolated streets along the route. The first tee to 6” main will be located at the Tessier Road intersection that will run along the east side of the roadway to its terminus at the end of the cul-de-sac. The second tee will be installed at the Haven Lane intersection and will extend down the east side of haven Lane to the end of the cul-de-sac. To again minimize impacts, the proposed watermain will be installed at a depth of 7.5’ deep and installed approximately 4’ from the edge of the bituminous pavement. 3.3 Connection to the Vadnais Heights System The City of Vadnais Heights has been in contact with the City of Gem Lake regarding both connections along Labore Rd. Based on the preliminary demand projections, they have the supply and storage capacity to serve the Gem Lake water system. With the current connection at the Gem Lake Villas, the City has experience with billing and any maintenance requirements. The hydraulic analysis and computer modeling performed as part of the 2022 report indicated that connection to the Vadnais Heights water system would produce adequate pressures and flow rates in Gem Lake. The lowest household pressure seen was 35 PSI however most of the homes were in the 60 PSI to 70 PSI range. If the pressure is too low in one of the households, a booster pump can be installed when the home decides to connect to the system. This is within the acceptable range for a water distribution system.
