<br />Ramsey County | Multi-Jurisdiction Hazard Mitigation Plan 74 <br />Date Type Deaths/ <br />Injuries <br />Description <br />December 9, <br />2012 <br />Winter storm 0/0 12-16" of snow were reported across the county. <br />January 2014 Extreme cold/ <br />wind chill <br />0/0 Wind chill values dropped below -35° F for several <br />hours, during a prolonged period of cold. Propane <br />supplies in the region became very low, leading to <br />the Governor declaring a Peacetime State of <br />Emergency. Earlier in the month the Governor <br />canceled all public-school classes in the state due to <br />extreme wind chills. It was the first such closing in 17 <br />years. <br />February 2, <br />2016 <br />Winter storm 0/0 10-13" of snow fell, resulting in 175 flights canceled <br />or delayed at the Minneapolis-St. Paul International <br />Airport. <br />December <br />12, 2016 <br />Extreme cold/ <br />wind chill <br />1/1 A woman froze to death in St. Paul, outside of her <br />apartment building when the wind chill dropped to - <br />19° F. <br />January 1, <br />2018 <br />Extreme cold/ <br />wind chill <br />1/1 A man was found in St. Paul who had died from <br />exposure. <br />January 22, <br />2018 <br />Winter storm 0/0 8-12" of snow fell across the county. <br />April 13, <br />2018 <br />Winter storm 0/0 Multiple waves of winter precipitation occurred, <br />including sleet and snow, resulted in total snowfall <br />amounts of 16-20". <br />16 Significant <br />Incidents <br />-- 5/2 -- <br />Sources: www.ncdc.noaa.gov and 2019 Ramsey MHMP <br />3.12.5 PROBABILITY <br />Winter storms affect Ramsey County each year, so there is a nearly 100% probability of winter weather <br />in a single year. Extreme cold temperatures also affect the county nearly every year. The amount of <br />snow and ice, the number of blizzards, and days of sub-zero temperatures each year are unpredictable. <br />3.12.6 CLIMATE CHANGE IMPACTS <br />Climate change may affect winter storms in the Midwest United States in several ways: <br />• Temperature Fluctuations: Temperature fluctuations are increasingly causing cycles of melting <br />and refreezing, which heightens the risk of ice storms and hazardous driving conditions. In <br />Minnesota, most of the observed warming has occurred during the coldest periods. Since <br />records began in January 1895, average daily low temperatures have increased at more than <br />twice the rate of high temperatures. The winter season (December through February) has <br />warmed 2-3 times faster than summer (June through August). <br />This winter warming has accelerated in recent decades.
